The Government and public sector transactions services is part of EYs Government Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions. The practice combines private sector leading practice with an understanding of the public sector s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm s sector depth, transaction perspectives, and operational insights.
The practice provides experience working with various sectors such as, Transport, Social Health care, Education, Urban Infrastructure, Economic Development Advisory , Water waste Sanitation, Power Utilities and Public Finance Management.
SaT - TCF - Infrastructure Advisory

Your key responsibilities
Technical Excellence
- Assist RSCCL in addressing issues related to the integrated multimodal public transport network. Provide support for smart mobility initiatives, including traffic system improvements, modernization of urban transportation through clean and green mobility solutions, and development of integrated transit hubs in Ranchi. Optimize existing urban road space through the formulation of long-term policy frameworks for street vendors, on-street parking management, and pedestrian safety. Support RSCCL in expanding public transportation services in Ranchi through route rationalization, fleet allocation planning, Intelligent Traffic Management System (ITMS) support, and identification of suitable bus stop locations. Review junction designs, signage systems, and road networks within the ABD area of Ranchi Smart City, including integration with the proposed public transport system.
Develop short-term and long-term traffic circulation plans based on changing traffic demand patterns to improve traffic flow and support transportation system monitoring through the Command Control and Communication Centre (CCCC). Formulate transportation policies and strategies addressing the needs of all transport users, including pedestrians and cyclists, while considering environmental sustainability, efficiency, and safety to promote an equitable and sustainable city.
Your Requirements
Qualification
- Post Graduate in Transport Planning
Experience
- Minimum 4 years of experience in urban transport planning, design, policy formulation, procedures, and related transportation issues. At least 1 year of experience working with Central/State Government agencies, ULBs, SPVs, or Smart City projects in million-plus cities. Experience in the analysis and review of Comprehensive Mobility Plans (CMPs), Feasibility Studies, and Detailed Project Reports (DPRs) for urban transport projects. Experience in preparing Corridor Improvement Plans covering at least 30 km, including time-bound interventions based on changing traffic demand patterns. Experience in implementation of Adaptive Traffic Control Systems (ATCS) integrated with Command, Control and Communication Centre (C4)/Pan-City ICT solutions. Experience in junction improvement planning, Non-Motorized Transport (NMT) infrastructure, last-mile connectivity planning, and integration with Multimodal Transport (MMT) systems. Experience in planning and enhancement of public transport services, including route rationalization, fleet planning, ridership assessment, and revenue modelling. Experience in preparation and revision of coordinated road infrastructure drawings on as-built base maps, ensuring compliance with statutory regulations and approved development plans. Prior experience in Smart City projects is mandatory/desirable.
