Job Title: MEP Estimation & Tendering Manager/ Engineer
Location: Head Office, Pune (Industrial Construction Company)
Role Overview The MEP Estimation & Tendering Manager will lead the end-to-end process for Mechanical, Electrical, and Plumbing (MEP) packages at the head office. This role involves preparing accurate, competitive cost estimates, managing the tendering process, and ensuring technical compliance to drive strategic business growth and win high-value industrial projects.
Key Responsibilities
1. Tender Management & Bid Strategy
Lead Full Tendering Cycle
Manage complete tendering process for commercial, industrial, and residential projects from initial inquiry to final submission
Tender Document Review
Study tender documents comprehensively including drawings, project specifications, BOQ, scope of work, contract details and conditions
Bid Synopsis Preparation
Prepare synopsis of tender for taking management approval
Tender Strategy
Implement tender strategy as communicated by proposals/estimation management
Review & Optimization
Discussion with Engineering Team for review/optimization of quantity in case of Lump Sum Contract
Pre-Bid Meeting Management
Compile queries internally & externally from vendors/suppliers; attend pre-bid meetings (online/offline) to get queries resolved
RFI Submissions
Review drawings and specifications to define scope and manage RFI submissions
2. Site Visits & Scope Analysis
Site Visits
Participate in pre-tender site visits to evaluate project constraints, logistics feasibility, and utility availability
Site Visit Report
Prepare site visit report to analyze project scope of work and site conditions
Scope Analysis
Analyze project scope for industrial MEP requirements including process piping, instrumentation, control systems, and electrical infrastructure
3. BOQ & Quantity Take-off
BOQ Preparation
Prepare BOQ and quantities take-off from drawings
Material Take-Off (MTO)
Quantify material and equipment requirements based on drawings and specifications
MEP Scope Breakdown
Estimate quantities for
- Electrical: Switchgear, cables, lighting, DBs, MCCs, lubrication systems
- HVAC: Chillers, AHUs, ducting, cooling towers, fans
- Plumbing: Pipes, fixtures, water tanks, sanitary ware
- Fire Fighting: Fire pumps, sprinklers, hydrants, detection systems
- Industrial MEP: Process piping, instrumentation, SCADA, control panels
4. Cost Estimation & First Principles
Complete MEP Cost Estimation
Prepare complete cost estimation for MEP elements including :
- Material costs
- Labor charges
- Erection equipment & tools
- Testing & commissioning man-hours
- Direct & indirect resources
First Principles Estimating Develop detailed and accurate cost estimates by analyzing project plans, specifications,
and relevant documents
Man-Hour Calculations
Prepare man-hour calculations for various MEP installation activities and testing/commissioning
Benchmarking
Use historical data and industry benchmarks to support estimates
Vendor Quote Analysis
Source and evaluate competitive quotes from subcontractors and suppliers
Market Analysis
Analyze cost data and market trends to inform estimates and identify cost-saving opportunities
5. Vendor & Subcontractor Sourcing
Floating Inquiries
Send enquiries to procurement team/subcontractors/vendors to get competitive quotations
Vendor Evaluation
Analyze vendor technical offers and commercial quotes in view of project specifications and standards
Comparative Statements
Prepare comparative statements (CS) to analyze and select the most appropriate vendors and subcontractors
Cost Comparative Study
Prepare vendor cost comparative study report for financial selection of vendors
Subcontractor Quote Analysis
Source and evaluate competitive quotes from vendors and subcontractors for MEP works
6. Technical & Commercial Submittals
Bid Document Preparatio
Prepare required bid documents including commercial and technical submittals
Technical Data Compilation
Collect all vendors' technical data sheets, specifications, drawings and compile per tender requirements
Technical Submissions
Prepare high-quality documents including:
- Method Statements
- Execution Plans & Workflows
- Construction Programmes
- Resource Histograms
- Logistics Plans
- Risk Registers
- Staff Deployment Plans
E-Bidding Submission Upload techno-commercial & financial bids on e-bidding portal; submit hard copies at location as specified in tender document
Offer Making
Conduct techno-commercial negotiations with private customers/consultants
7. Post-Tender Activities
Technical Clarification
Prepare and coordinate post-tender technical clarifications and commercial clarifications with client
Commercial Negotiations
Assist management for post-tender commercial negotiations with client and vendors to reach competitive pricing
Risk & Compliance
Identify commercial risks and develop mitigation strategies; ensure all bids align with industry standards
Tender Register Update
Closely monitor tender results and update tender register
Contract Negotiations
Facilitate contract negotiations after bid acceptance
Project Handover
Prepare comprehensive handover packages for the project delivery teams
Post-Award Support
Assist project and procurement team after award/in initial phase of the project
8. Stakeholder Coordination (Head Office)
Engineering Team Collaboration
Work closely with project managers, architects, engineers, and subcontractors for accurate cost assessments
Procurement Coordination
Collaborate with procurement team for vendor sourcing and rate negotiations
Business Development Support
Support business development in pre-bid meetings and technical presentations
Project Team Liaison
Liaise with construction/operations team to establish execution/method statements and reflect the same in estimation
Senior Management Reporting
Provide regular updates and reports on tender submissions, cost estimates, and project budgets to senior management
9. Value Engineering & Cost Optimization
Value Engineering
Conduct reviews to optimize project costs while maintaining high quality and regulatory compliance
Cost-Saving Opportunities
Identify and implement cost-saving alternatives through value engineering
Budget Management
Prepare and manage project budgets, ensuring alignment with tender estimates
Budget Monitoring
Monitor and report on budget performance throughout the project lifecycle
10. Process Improvement & Compliance
Process Improvement
Develop and implement best practices for cost estimation and tendering processes
Continuous Improvement
Continuously seek ways to improve accuracy, efficiency, and competitiveness in tender submissions
Compliance
Ensure all cost estimation and tendering activities comply with company policies, industry standards, and regulatory requirements
Risk Evaluation
Evaluate the financial impact of changes or modifications to project scopes
Education
Bachelor's degree in Mechanical Engineering or Electrical Engineering, Building Services, or related field
Experience
- Engineer Level: 3-7 years in MEP estimation/tendering
- Senior Engineer: 7-10 years in industrial construction
- Manager Level: 10-15 years with proven track record in MEP tendering/estimating for medium to large-scale projects
Site Experience Minimum 2 years site experience preferred
Industry Experience
Industrial construction/EPC sector preferred (factories, warehouses, power plants, process facilities, petrochemical plants)
Technical Skills
- AutoCAD Drawing review, quantity take-offs
- Estimation Software CostX, Planswift, or similar
- MS Excel Advanced level for cost calculations
- Tendering Software E-bidding portal proficiency
