1. JOB PURPOSE

The Chief Accounts & Finance Manager will be responsible for the overall management of the Company's Accounts, Finance, Taxation, Banking, Working Capital, MIS, Budgeting, Cost Control, Audit and Statutory Compliance functions. The position will provide accurate and timely financial information to the Management and ensure strong financial controls, effective cash-flow management, statutory compliance and project-wise financial monitoring.

1. KEY RESPONSIBILITIES

A. Accounts & Financial Reporting
- Supervise the complete accounting function of the Company.
- Ensure accurate and timely recording of all financial transactions.
- Review General Ledger, Trial Balance, P&L; and Balance Sheet.
- Prepare monthly, quarterly and annual financial statements.
- Ensure proper accounting of sales, purchases, expenses, assets, liabilities and provisions.
- Establish appropriate accounting controls and procedures.
- Monitor project-wise and department-wise accounting.

B. Project Accounting & Cost Control
- Develop and monitor project-wise cost centres.
- Track project revenue, material cost, labour cost, subcontracting cost, overheads and profitability.
- Prepare project profitability reports.
- Monitor budget versus actual expenditure.
- Identify cost overruns and advise Management on corrective actions.
- Coordinate with Projects, Purchase, Production and Sales teams for financial control.

C. Cash Flow & Working Capital Management
- Prepare daily, weekly and monthly cash-flow statements.
- Plan cash requirements for salaries, vendors, statutory payments and project execution.
- Monitor accounts receivable and accounts payable.
- Improve collection cycles and reduce outstanding receivables.
- Monitor customer advances, retention money and security deposits.
- Optimize working capital and fund utilization.

D. Banking & Finance
- Manage relationships with banks and financial institutions.
- Handle working-capital facilities, CC/OD limits and other banking arrangements.
- Coordinate LC, BG, bank guarantees and letters of credit.
- Monitor bank reconciliations and banking transactions.
- Assist Management in arranging finance for business expansion and projects.
- Review interest costs and banking charges.

E. GST, Taxation & Statutory Compliance
- Ensure timely compliance with GST, TDS, Income Tax and other applicable statutory requirements.
- Supervise GST returns, reconciliations and input-tax-credit monitoring.
- Ensure timely TDS deductions, payments and returns.
- Coordinate Income Tax assessments and related matters.
- Coordinate with external tax consultants and statutory professionals.
- Ensure proper maintenance of statutory records and documentation.
- Monitor changes in applicable taxation laws and advise Management.

F. Budgeting & Financial Planning
- Prepare annual budgets in consultation with Management and department heads.
- Establish departmental and project-wise budgets.
- Monitor actual performance against budget.
- Prepare variance analysis and corrective-action reports.
- Prepare financial forecasts and cash-flow projections.
- Support Management in long-term financial planning.

MIS & Management Reporting Prepare and present regular MIS covering:
- Sales and collection
- Receivables ageing
- Payables ageing
- Cash flow
- Bank position
- Project profitability
- Gross and net margins
- Budget versus actual
- Working capital
- Inventory value
- Outstanding advances
- Statutory liabilities
- Monthly P&L; and Balance Sheet

Provide financial analysis and recommendations to Management for decision-making. H. Audit & Compliance
- Coordinate statutory audit, tax audit and internal audit.
- Ensure timely closure of audit observations.
- Maintain proper supporting documents for all financial transactions.
- Establish internal financial controls.
- Identify financial risks and recommend preventive measures.
- Ensure compliance with Company policies and applicable accounting standards.

I. Receivables & Credit Control
- Monitor customer outstanding and ageing.
- Establish credit-control procedures.
- Coordinate with Sales and Project teams for collection.
- Follow up on overdue payments.
- Monitor customer advances and milestone billing.
- Provide regular collection reports to Management.

J. Payables & Vendor Finance
- Monitor vendor outstanding and payment schedules.
- Ensure payments are made according to approved terms and cash-flow availability.
- Verify vendor invoices, purchase orders, GRNs and supporting documents.
- Control unauthorized or duplicate payments.
- Coordinate with Purchase and Stores departments.

K. Team Leadership
- Lead and supervise the Accounts & Finance team.
- Allocate responsibilities and monitor performance.
- Establish departmental SOPs and work processes.
- Conduct periodic performance reviews.
- Identify training and development requirements.
- Ensure proper backup and segregation of financial responsibilities.

1. INTERNAL CONTROL RESPONSIBILITIES

The position shall ensure:
- Proper authorization of financial transactions.
- Segregation of duties within the Accounts department.
- Timely bank reconciliation.
- Proper control over cash and bank transactions.
- Verification of purchase and expense documents.
- Control over advances and employee expenses.
- Proper documentation and approval of payments.
- Prevention and detection of financial irregularities.
- Periodic review of financial controls.

1. COMMERCIAL & CONTRACTUAL FINANCE

The incumbent shall support Management in:
- Reviewing commercial terms of customer orders.
- Reviewing payment terms and credit periods.
- Evaluating financial implications of contracts.
- Monitoring advances, milestone payments and retention.
- Reviewing liquidated damages, penalties and financial clauses.
- Supporting negotiation of commercial terms with customers and vendors.
- Evaluating financial risks before accepting major orders.

1. KEY PERFORMANCE INDICATORS (KPIs)

Performance will be evaluated based on:
1. Accuracy and timeliness of financial statements.
2. Timely GST, TDS and statutory compliance.
3. Reduction in overdue receivables.
4. Improvement in cash-flow position.
5. Effective working-capital management.
6. Project-wise cost and profitability control.
7. Budget versus actual performance.
8. Timely completion of audits.
9. Reduction in finance and banking costs.
10. Accuracy and timeliness of MIS reports.

13. QUALIFICATION

Essential:

- CA / CMA / M.Com / MBA Finance or equivalent qualification.
- Strong knowledge of accounting, taxation and financial management.

Preferred:

- Chartered Accountant qualification.
- Knowledge of ERP/accounting systems.
- Experience in manufacturing, engineering, project-based or fabrication industries.

1. EXPERIENCE

- 1015 years of relevant experience in Accounts & Finance.
- Minimum 5 years in a managerial/senior finance position.
- Experience in manufacturing, engineering, project-based business, heavy fabrication or capital-equipment industries will be preferred.
- Robust experience in GST, taxation, banking, project accounting and working-capital management.

1. AUTHORITY

The position shall have authority, within the limits approved by Management, to:
- Review and approve accounting entries and financial documents.
- Recommend vendor payments and customer credit controls.
- Review departmental budgets and expenses.
- Require supporting documents for financial transactions.
- Stop or escalate transactions that do not comply with Company procedures.
- Recommend improvements to financial systems and controls.
- Recommend corrective action for financial irregularities.

Major financial commitments, borrowing, investments, write-offs and exceptional expenditures shall require approval from the authorized Management authority.
