Outline India is a boutique research and data organization. We collect intelligence from the grassroots — running field surveys, impact evaluations, and policy research across India and South Asia, working with clients like the World Bank, UNDP, Mastercard, Google, and GSMA. We're a growing team that operates at scale: designing studies, deploying field teams, and turning ground-level data into analysis that informs decisions at the highest levels.

We are looking for a Senior Manager – Monitoring & Evaluation who can take ownership of evaluations from research design to field implementation, analysis, and final recommendations.

Role Overview

This role sits at the core of what Outline India does. Our work depends on rigorous M&E;, credible data, and evaluations that can stand up to scrutiny — methodology, reporting, and recommendations. This is a hands-on role. You'll be in the data, in the field, and working directly with teams and clients.

Key Responsibilities

I. M&E; and Research

- Lead the design and implementation of impact evaluations, M&E; studies, process evaluations, needs assessments, and baseline/endline studies.
- Apply experimental and quasi-experimental approaches, including RCTs, DiD, RDD, PSM, and ITS, where appropriate.
- Build and deploy digital surveys using SurveyCTO and design/test XLSForms.
- Develop evaluation reports, policy recommendations, and presentations for clients and partners.




- Manage data quality, cleaning, documentation, and analysis from field collection through final findings.

II. Field & Project Management

- Lead field teams through training, data collection, monitoring, and quality assurance.
- Oversee field implementation across project locations and travel as required.
- Manage field timelines, budgets, logistics, and coordination with field partners.
- Adapt tools for local contexts and manage translation/localisation requirements.

III. Reporting & Client Management

- Work directly with clients and project teams to translate programme questions into robust evaluation approaches.
- Present findings through explicit visualisations, reports, and presentations.
- Ensure M&E; systems align with programme objectives and donor requirements.
- Turn evaluation findings into practical recommendations that can influence programme design and decision-making.

What We Want

- 7+ years of experience in M&E;, impact evaluation, quantitative research, or development research.
- Experience managing field teams and large-scale primary data collection.
- Strong understanding of evaluation design, M&E; frameworks, sampling, and quantitative methods.
- Excellent technical writing and fieldwork skills
- Experience working with governments, multilaterals, foundations, or large development organisations.
