PIF works with central and state governments, multilateral agencies, and institutional partners on policy research, implementation support, and advisory assignments across sectors including governance, transport, infrastructure, and public administration. PIF's Northeast Regional Office, based in Guwahati, leads the Foundation's engagement across Assam, Arunachal Pradesh, Tripura, and Meghalaya, including institutional strengthening assignments with state government departments and agencies.About the AssignmentPIF is constituting its proposed Project Management Unit (PMU) for the State Road Safety Lead Agency (SRSLA), Department of Transport, Government of Arunachal Pradesh. The PMU will provide continual technical, legal, IT, and outreach support to strengthen road safety governance, planning, implementation, and monitoring across the State — including preparation of the Arunachal Pradesh Road Safety Vision 2030, district-wise Road Safety Action Plans, and enforcement, engineering, education, and public-transport-safety interventions delivered in line with MoRTH and SCCoRS guidelines. This position is being hired against PIF's proposal for the SRSLA PMU assignment and is contingent on award of the assignment to PIF.Position OverviewPIF is seeking an Outreach Analyst to lead stakeholder coordination, training, and IEC (Information, Education & Communication) activities for the PMU,



supporting SRSLA's road safety awareness and capacity-building mandate across the State.Key ResponsibilitiesTraining & Workshops:Organise State-level training workshops and review sessions in collaboration with specialised organisations; prepare training modules for District Transport Officers, enforcement staff, STS drivers/conductors, Station Superintendents, and district officials.IEC Planning:Prepare an annual IEC calendar for road safety awareness activities and develop IEC materials to support targeted campaigns.Behaviour & Trend Analysis:Prepare road user behaviour and accident trend notes to inform IEC campaign design, working with the PMU's Data Analyst.Stakeholder Coordination:Support facilitation of meetings and workshops of SRSC, SRSLA, and District Road Safety Committees, including logistics, documentation, and follow-up.Policy Research Support:Provide research and documentation support for policy inputs, review notes, and best-practice reviews (e.g., pedestrian safety practices) led by the Project Lead.Documentation:Maintain records of stakeholder consultations, training activities, and outreach outputs for reporting to SRSLA and the Transport Department.Desired Qualifications & ExperienceGraduate degree in Economics, Management, or Public Administration.Minimum 2 years' experience in coordination, documentation, stakeholder consultations, facilitation of meetings/workshops, policy research support, or development of IEC materials.Prior experience in government-facing or development-sector outreach assignments is a strong plus.Strong drafting and communication skills in English; working knowledge of local languages of Arunachal Pradesh preferred.Willingness to be based full-time in Itanagar, Arunachal Pradesh for the duration of the assignment.
