Project Overview: Palladium is appointed as the Program Management Consultant (PgMC) for the Operation and Management of City Bus Services of Nashik Municipal Corporation (NMC).
Nashik Mahanagar Parivahan Mandal Limited (NMPML) under Nashik Municipal Corporation (NMC) aims to build a robust public transportation ecosystem which will bring about a modal shift to being sustainable, efficient, secure and state of art public transport infrastructure for Nashik.
Role Overview:
We are seeking an experienced Sr.
Procurement
Consultant to support the Project Management Unit (PMU) for city bus services operated by Nashik Mahanagar Parivahan Mahamandal Limited (NMPML). The role involves providing strategic procurement and transaction advisory services, managing bidding processes, preparing procurement documents, supporting contract management activities, and ensuring adherence to applicable procurement guidelines and best practices. The candidate should possess extensive experience in public procurement, infrastructure and transport sector procurement, bid process management, and contract administration.
Roles & Responsibility:
- Develop procurement strategies and implementation plans for various projects and initiatives.
- Assist NMPML in identifying appropriate procurement approaches for services, infrastructure, technology systems, and operational contracts.
- Ensure procurement processes are aligned with applicable government guidelines, regulations, and best practices.
- Draft and prepare Expressions of Interest (EoI), Requests for Qualifications (RFQ), Requests for Proposals (RFP),
bidding documents, and related procurement documentation.
- Develop technical and commercial bid structures, evaluation criteria, and contract conditions.
- Support preparation of addenda, corrigenda, pre-bid queries, and procurement clarifications.
- Manage end-to-end procurement and bidding processes.
- Coordinate pre-bid meetings, stakeholder consultations, and bidder interactions.
- Ensure transparency, fairness, and compliance throughout procurement activities.
- Maintain procurement schedules and track milestone achievement.
- Conduct technical and commercial evaluation of bids received.
- Prepare bid evaluation reports and recommendations.
- Support NMPML in evaluation committee processes and decision-making.
- Assist in negotiations and finalization of procurement outcomes.
- Assist in drafting and finalizing agreements and contracts with selected service providers and vendors.
- Provide transaction advisory support during contract award and execution stages.
- Review contractual obligations, performance parameters, and payment mechanisms.
- Support dispute resolution and contract administration activities wherever required.
- Assist NMPML in monitoring contracts related to:
- Bus Operators
- Revenue Collection Agencies
- Field Operations and Management Agencies
- Chartered Accountant and Company Secretary Firms
- ITMS and Technology Service Providers
- Infrastructure and Other Outsourced Service Providers
- Monitor compliance with contractual obligations and service level requirements.
- Review contractual deliverables and vendor performance.
- Evaluate vendor performance against contractual KPIs and service standards.
- Identify performance gaps and recommend corrective actions.
- Support verification of contractor invoices and payment-linked deliverables.
- Maintain procurement records and documentation.
- Ensure adherence to procurement policies, audit requirements, and governance standards.
- Support internal and external audits related to procurement and contracts.
- Identify procurement risks and recommend mitigation measures.
- Prepare procurement status reports, bid process reports, and management presentations.
- Coordinate with NMPML officials, consultants, legal advisors, finance teams, and external stakeholders.
- Support capacity building and handholding activities related to procurement and contract management.
Qualifications: Sr. Procurement Consultant
- Post Graduate Degree in Business Administration (MBA), PGDBM
- Minimum 7 years of professional experience in procurement, contract management, bid process management, transaction advisory, or public sector procurement.
- Experience in transportation, urban infrastructure, smart city, municipal, government, or PPP projects is preferred.
- Demonstrated experience in preparation and management of EoI, RFQ, RFP, tendering, and contract documentation.
- Strong understanding of procurement regulations, contract management principles, and public procurement practices.
- Experience in evaluation of complex infrastructure, operations, technology, and service contracts.
- Report writing and presentation skills with proficiency in MS Office applications.
