Role: Lead - LME, Delhi. Experience: 10 to 15 years. Location: New Delhi / Flexible with frequent travel to project sites across India. Reporting to: Director - Research.

Role Overview

We are looking for a data-driven leader to manage our national and state-level Learning, Monitoring, and Evaluation (LME) strategy. This role is responsible for establishing robust M&E; frameworks, managing multi-tier database systems, and building real-time data visualisations to drive adaptive program management and strengthen government partnerships. The ideal candidate will combine strong hands-on technical skills in data collection and analytics with strategic experience in large-scale public systems.

Key Responsibilities

1. Lead & Oversee LME Strategy and Decision-Making

- Framework Development: Design and manage national and state-specific LME frameworks, ensuring core indicators capture reach, dosage, and fidelity of implementation .
- Real-Time Monitoring: Oversee multi-state data collection workflows to ensure accurate, timely, and actionable data on program expansion and field activity.
- Learning Reviews: Lead routine data reflection cycles (every 3-6 months) with leadership and field teams to translate monitoring trends into operational and strategic course corrections.
- Evaluative Studies: Collaborate with research teams and government partners to execute longitudinal and evaluative protocols assessing both individual and system-level outcomes. 2. Systems, Architecture & Dashboard Design

- Tiered Database Management: Build and manage scalable databases structured around multi-tier public administration hierarchies (e.g., School District State National level).
- Tailored Data Visualization: Design dual-purpose visual analytics platforms:
- Detailed Dashboards: Granular,



operational views for internal monitoring and program teams.
- Simplified Dashboards: Executive summaries and clean, high-level views tailored for government officials and school leaders.

- Data Integrity: Implement validation rules and automated workflows to ensure data quality and completeness across large-scale field collections. 3.

Building & Field Enablement

- Non-Technical Training: Design and execute practical training programs to help non-technical field staff, trainers, and district coordinators enter, review, and act on data.
- Tool Suitability: Develop and validate contextual assessment tools (e.g., Master Trainer assessment protocols) suited for specific field training contexts. Required Technical Capabilities & Qualifications

1. Data Collection & Field Tools

- Hands-on Expertise: Proficiency in building, deploying, and managing forms on ODK (Open Data Kit) or KoboToolbox .
- Lightweight Workflows: Proven experience integrating Google Forms and Google Sheets (via scripts, formulas, or third-party connectors) for quick deployments with smaller field teams.

- UX for First-Time Users: Demonstrated experience designing digital data collection interfaces for users with low digital literacy (e.g., government school staff, field enumerators). 2.

Analytics & Statistical Modeling

- Advanced Spreadsheet Skills: Expertise in Excel (advanced formulas, Pivot Tables, power queries,



data models).
- Statistical Packages: Hands-on experience executing complex statistical analyses in SPSS, R, or Stata .
- Core Metrics: Deep understanding of tracking implementation metrics, including reach, dosage, and fidelity. 3. Dashboards & Visualization

- BI Platforms: Hands-on experience developing interactive dashboards in Power BI or Tableau .
- Web-Based Analytics: Experience creating lightweight visual reports in Google Looker Studio (Data Studio) .
- Multi-Tier UI Design: Ability to present the same dataset in two distinct layouts: deep-dive operational dashboards vs. high-level executive summaries. 4. Database Architecture & Government Systems Exposure

- Scale & Hierarchy: Track record of managing databases tracking hundreds of schools, districts, and teachers across multiple states.
- Government MIS Familiarity: Direct experience or robust working knowledge of government education management information systems like UDISE+ or similar state/national public databases. Experience & Qualifications

- Experience: 10+ to 15+ years of experience in LME, data systems architecture, or research operations within social development or public systems.
- Education: Masters degree in Economics, Statistics, Public Policy, Social Work, or related quantitative field required; M.Phil/Ph.D. preferred.
