Techno Commercial ManagerJob Description

We are looking for an experienced Techno Commercial Manager to manage the technical and commercial aspects of projects from tendering and estimation through execution and final billing. The candidate will be responsible for cost estimation, BOQ preparation, tender evaluation, contract management, project costing, procurement coordination, billing, variations, claims, and commercial control. The role requires strong technical understanding, commercial awareness, analytical skills, and the ability to coordinate effectively with project, planning, procurement, finance, subcontractors, vendors, and clients.

Key Responsibilities

- Lead technical and commercial evaluation of projects, tenders, enquiries, and work orders.

- Review drawings, specifications, BOQs, scope of work, and contractual requirements.

- Prepare and review estimates, rate analysis, quotations, budgets, and project cost projections.

- Prepare BOQs, quantity take-offs, material and manpower requirements, and cost comparisons.

- Evaluate vendor and subcontractor quotations and negotiate rates and commercial terms.

- Coordinate with Planning, Projects, Procurement, Accounts, and Site teams for project execution and cost control.

- Monitor project-wise cost, revenue, margins, procurement, manpower, material consumption, and commercial performance.

- Review and certify RA bills, subcontractor bills, final bills, measurement sheets, and payment claims.

- Track variations, extra works, deviations, claims, and additional scope and ensure proper documentation and approvals.

- Assist in contract administration, including work orders, purchase orders, subcontract agreements, and client contracts.

- Monitor contractual obligations, payment terms, milestones, and commercial risks.





- Prepare project-wise commercial MIS, cost reports, profitability analysis, and management reports.

- Coordinate with clients, consultants, subcontractors, suppliers, and internal departments on commercial and technical matters.

- Support project teams in resolving technical-commercial issues and maintaining project profitability.

- Ensure proper documentation of measurements, approvals, quotations, invoices, claims, variations, and project records.

- Support management in tender strategy, business development, budgeting, and commercial decision-making.

Required Qualifications

- Bachelor's degree in Engineering, Quantity Surveying, Construction Management, Commerce, or a related field.

- 8–10 years of experience in techno-commercial, estimation, contracts, project commercial management, or project controls.

- Solid knowledge of BOQ, estimation, rate analysis, costing, billing, contracts, variations, and claims.

- Excellent MS Excel skills and experience in preparing commercial/MIS reports.

- Strong analytical, negotiation, and coordination skills.

- Good understanding of project execution, procurement, subcontracting, and cost control.

- Experience in Marine, Shipbuilding/Ship Repair, Oil & Gas, Pipeline, Infrastructure, EPC, or Civil Construction will be preferred.

Preferred Profile The ideal candidate should have a strong combination of technical knowledge and commercial expertise, with the ability to understand project requirements, evaluate costs, control project margins, manage contractual matters, and provide accurate commercial information to management. Candidates who have handled multiple projects and interacted directly with clients, consultants, vendors, and subcontractors will be preferred.
