Key Responsibilities

1. Pre-Contract Estimation & Tendering

- Study architectural, structural and MEP drawings, specifications and tender documents.
- Prepare detailed quantity take-offs and BOQs.
- Prepare project cost estimates based on drawings, specifications and scope.
- Carry out rate analysis for materials, labour and subcontract works.
- Obtain and evaluate vendor/subcontractor quotations.
- Prepare comparative statements (CS) and support vendor finalisation.
- Prepare detailed BOQ pricing and tender submissions.
- Analyse market rates for materials, labour and subcontract works.
- Identify scope gaps, exclusions, assumptions and potential cost risks.
- Assist in value engineering and cost optimisation.
- Prepare budget estimates and project cost summaries.
- Coordinate with Design, Procurement, Projects and Business Development teams during tendering.

1. Post-Contract Quantity Surveying

- Review awarded BOQ, drawings, specifications and contract conditions.
- Establish project budgets and cost codes.
- Track quantities executed against BOQ quantities.
- Verify site measurements and quantities submitted by project/site teams.
- Monitor variations, additional works and deviations from the original scope.
- Prepare variation statements and rate proposals.
- Maintain project-wise quantity and cost records.
- Monitor project costs against the approved budget.

1. Vendor / Subcontractor Billing

- Check and verify vendor and subcontractor bills.
- Verify measurements against drawings, BOQ and actual site execution.
- Check rates, quantities, deductions, retention, advances and other commercial terms.
- Coordinate with Project Managers/Site Engineers for measurement verification.
- Prepare bill certification and supporting documentation.
- Track vendor billing and payment status.
- Reconcile vendor bills with PO/WO and approved quantities.

1. Client Billing

- Prepare client RA bills based on actual project progress.
- Prepare measurement sheets, abstracts and supporting documents.
- Ensure billing is aligned with the approved BOQ,



work orders and contract conditions.
- Prepare variation/additional work bills.
- Coordinate with the Project Team for measurements and work completion records.
- Submit bills to clients/consultants for certification.
- Track bill certification and outstanding billing issues.
- Prepare and maintain final accounts/final bills.

1. Cost Control & Commercial Management

- Maintain project-wise budget vs actual cost reports.
- Monitor committed costs, executed quantities and balance quantities.
- Identify cost overruns and commercial risks.
- Prepare project cost-to-completion estimates.
- Track material and subcontract costs against project budgets.
- Assist in project profitability analysis.
- Maintain proper records of BOQs, POs/WOs, bills, variations and certifications.
- Support management with periodic commercial and cost reports.

Required Skills
- Strong knowledge of Quantity Surveying and Billing.
- Good understanding of interior fit-out and construction works.
- Excellent knowledge of BOQ preparation and quantity take-offs.
- Good understanding of rate analysis and costing.
- Experience in both client billing and vendor billing.
- Ability to read and interpret architectural/interior drawings.
- Good knowledge of construction materials, labour rates and subcontracting.
- Solid Excel skills, including formulas, data analysis and quantity/cost tracking.
- Knowledge of MS Excel, AutoCAD and/or QS/ERP software will be preferred.
- Strong analytical and numerical skills.
- Good documentation and commercial coordination skills.
- Ability to work under deadlines and manage multiple projects
