ROLE OVERVIEW The Programme Manager, SDGEM shall be responsible for planning, coordinating, monitoring and overseeing the School's academic programmes, research streams, academic events and capacity-building offerings in democratic governance and election management.
The incumbent will lead a team of Programme Officers and Research Associates and provide strategic, operational and administrative support for Master's and certificate programmes delivered with partner universities, Global Themes owned by the School under India's Chairship, autumn/winter schools, and State thematic clusters supervised by CEOs.
The position requires strong academic programme management, curriculum coordination, research oversight and stakeholder management skills, along with the ability to work with universities, think tanks, EMBs and international partners.
SCOPE OF WORK
- Lead planning, execution, monitoring and reporting of academic and capacity-building programmes of the School.
- Supervise and mentor Programme Officers and Research Associates assigned to the School.
- Coordinate academic partnerships with universities for Master's and certificate programmes.
- Drive delivery of Global Themes owned by the School and allotted State thematic and comparative reports.
- Facilitate workshops, roundtables, distinguished lectures, seminars and conferences.
- Support the internship programme and practitioner-oriented learning products.
KEY RESPONSIBILITIES Programme Planning & Management
- Lead end-to-end planning of Master's programmes, Global Certificate Programmes, winter/autumn schools and capacity-building offerings.
- Develop curricula development schedules, academic calendars and monitoring mechanisms.
- Ensure resource planning, risk management and issue resolution.
Team Leadership
- Manage, mentor and supervise a team of 2-3 Programme Officers/Research Associates.
- Allocate theme and State ownership and monitor progress against milestones.
Stakeholder Management & Coordination
- Liaise with partner universities, State CEOs supervising allotted clusters, think tanks, academic experts and international partners.
- Coordinate with IIIDEM Schools and Centres on shared curricula and events.
- Facilitate consultations, faculty engagement and follow-up actions.
Key Internal Interfaces
- Centre for Research and Innovation editorial standards, repository deposit and comparative research methodology.
- Centre for Global Programmes and International Training delivery of School-developed certificate and Master's content to international cohorts.
- Centre for Collaboration and Partnerships university tie-ups, think tank engagement and MoU processing.
- Strategic Programme Management Unit Global Theme 1.1, 1.2 and 2.4 milestone reporting.
Academic & Research Programme Execution
- Manage delivery of Global Themes owned by the School including research reports, trackers, workshops, design hubs, working papers and analytical tools.
- Oversee review of State thematic and comparative reports for allotted clusters.
- Coordinate roundtables, design hubs, distinguished lectures and academic conferences end to end.
- Support conversion of research into training and learning modules for EMBs and stakeholders.
Reporting & Documentation
- Prepare concept notes, syllabi documentation, session reports, flagship report drafts, progress reports and dashboards.
- Maintain academic records, curricula repositories and partnership documentation.
- Present periodic updates to senior management.
Monitoring & Quality Assurance
- Monitor progress of academic programmes and research deliverables against timelines.
- Identify risks in curriculum approvals, partnerships and publication schedules and recommend mitigation.
- Ensure adherence to academic quality standards and institutional guidelines.
EDUCATIONAL QUALIFICATION
Essential
- Master's Degree in Political Science, Public Policy, Public Administration, Governance, International Relations, Development Studies, Social Sciences, Economics or related discipline from a recognized University/Institution; OR
- Bachelor's Degree in the above disciplines with significant relevant experience in academic or programme management.
Desirable
- Prior experience of academic programme design or university-partnered curriculum development, including regulatory approval processes.
EXPERIENCE REQUIREMENTS
- Minimum 58 years of professional experience in the relevant domain, of which at least 2 years shall be in a supervisory capacity involving direct management of professional staff.
- Experience in Programme Management, Academic Programme Administration, Research, Governance, Capacity Building or related areas.
- Experience of managing academic programmes, conferences or institutional projects.
- Experience in stakeholder engagement with universities,
government or international institutions.

- Programme Delivery: Achieve 95% of academic and thematic milestones within approved timelines.
- Curriculum Development: Ensure timely completion of syllabi, learning modules, programme frameworks, and programme proposals as per approved targets.
- Research Deliverables: Deliver research reports, trackers, working papers, knowledge products, and programme tools according to the defined thematic schedule.
- Team Management: Effectively supervise, guide, and monitor Programme Officers, ensuring timely delivery and performance against assigned responsibilities.
- Stakeholder Coordination: Ensure timely follow-up and closure of action points arising from coordination with universities, CEO/leadership, subject-matter experts, and other stakeholders.
- Event Execution: Successfully plan, coordinate, and execute assigned roundtables, workshops, lectures, seminars, and other academic/programme events.
- Reporting & Documentation: Ensure 100% timely submission of session reports, programme updates, dashboards, trackers, and other required documentation.
- Partnership Development: Support the development and strengthening of academic partnerships, including university collaborations and MoUs.
- Participant Outcomes: Monitor and contribute to programme enrolment, completion rates, participant engagement, and satisfaction levels.
