Project: MDO project in an MNC Mining Company-Iron Ore
Location: Project Site, Barbil, Odisha
Position Summary
NMTPL is looking for a mature, experienced and people-oriented Time Office Manager capable of independently managing the attendance, duty roster, leave, shift deployment and manpower records of a workforce of approximately 700+ employees/workmen in a mining operation.
The position requires more than maintaining attendance records. The person will be responsible for ensuring that the right manpower is available at the right place, at the right time, against the required equipment and operational requirement.The successful candidate should have a cordial but firm approach, strong workforce-handling capability and the ability to motivate employees to report for duty on time and maintain shift discipline and ensuring complete compliance with the Labour Codes and all applicable employment laws. The position demands a balanced individual capable of handling sensitive labour matters with maturity, fairness, and legal prudence.

Key Responsibilities
1. Time Office & Attendance Management
- Independently manage attendance for 700+ employees/workmen across multiple shifts.
- Ensure accurate daily attendance, shift attendance, late reporting, early leaving and absenteeism records.
- Monitor employee attendance in real time and immediately highlight manpower shortages.
- Ensure timely and accurate attendance closing for payroll processing.
- Maintain proper records of overtime, weekly off, compensatory off, leave and absence.
- Identify abnormal absenteeism and recurring attendance issues and report them to management.
- Ensure attendance records are properly reconciled with actual deployment.
1. Manpower Deployment & ManMachine Matching
- Coordinate with Mining Operations and supervisors to understand daily manpower requirements.
- Ensure adequate manpower availability against excavators, tippers, dozers, drills, loaders and other equipment.
- Prepare and monitor manpower deployment as per equipment and shift requirements.
- Ensure operators, drivers, helpers and other critical manpower report according to their assigned shifts.
- Identify gaps between available manpower and equipment deployment and immediately escalate/resolve the same.
- Maintain an effective ManMachine Deployment Matrix.
- Avoid situations where equipment is available but cannot operate due to manpower shortage.
1. Duty Roster & Shift Planning
- Prepare and maintain shift-wise duty rosters.
- Ensure balanced manpower deployment across all shifts.
- Plan weekly offs, leave and replacement manpower without disturbing production.
- Coordinate with department heads regarding manpower requirements for planned and unplanned operations.
- Ensure roster changes are properly recorded and communicated.
- Maintain adequate standby/replacement arrangements for critical manpower.
1. Attendance Discipline & Punctuality
- Establish strong discipline regarding reporting time and shift changeover.
- Monitor late reporting and absenteeism on a daily basis.
- Follow up personally with habitual absentees and late reporters.
- Coordinate with supervisors to ensure proper shift handover and timely replacement.
- Ensure employees do not leave duty without proper authorization.
- Identify manpower discipline issues affecting production and escalate them promptly.
1. Workforce Coordination & Motivation
- Maintain a cordial, respectful and approachable relationship with workers and employees.
- Understand genuine employee concerns and help resolve routine workforce issues.
- Motivate employees to report for duty regularly and punctually.
- Develop positive communication with operators, drivers, helpers, supervisors and other frontline employees.
- Handle workforce issues calmly and prevent avoidable escalation.
- Maintain discipline without creating unnecessary confrontation.
- Build trust while ensuring adherence to company rules and operational requirements.
1. Computerised Time Office / MIS
The candidate must be comfortable working on computers and independently maintain:
- Attendance Management System
- Employee master data
- Shift roster
- Duty allocation
- Leave records
- Overtime records
- Weekly off records
- Absenteeism reports
- Manpower deployment reports
- Late-coming reports
- Shift-wise manpower availability
- Payroll-related attendance data
Strong working knowledge of MS Excel is essential. Experience with biometric attendance systems, HRMS, digital attendance systems will be preferred.
1. Daily Manpower MIS
Prepare and circulate daily manpower reports showing:
- Sanctioned manpower
- Available manpower
- Present manpower
- Absent manpower
- Leave
- Weekly off
- Late reporting
- Shift-wise deployment
- Department-wise deployment
- Equipment-wise manpower requirement
- Manpower shortage/excess
- Critical vacancies/absenteeism
- Overtime
Reports should be accurate, timely and data-driven.
1. Coordination with Mining & HR
- Work closely with Mining, Operations, HR and Safety departments.
- Obtain daily manpower requirements from operational teams.
- Compare planned manpower with actual attendance.
- Immediately communicate manpower shortages affecting production.
- Assist HR in disciplinary and attendance-related matters based on factual records.
- Ensure all attendance and manpower-related documentation is properly maintained.

Required Skill Set
- Strong experience in Time Office / Manpower Management in mining, manufacturing, infrastructure or large industrial operations.
- Proven experience handling 500–700+ workforce.
- Strong understanding of shift-based manpower deployment.
- Experience in preparing duty rosters and managing leave/weekly-off systems.
- Good understanding of attendance, overtime and payroll-related records.
- Strong MS Excel and computer skills.
- Experience with biometric attendance/HRMS will be an advantage.
- Strong communication and interpersonal skills.
- Ability to deal with workers and frontline employees in a cordial but disciplined manner.
- Ability to motivate employees and improve attendance/punctuality.
- Robust coordination with operations and HR teams.
- Ability to work under pressure and manage multiple shifts.
- Mature judgement and practical problem-solving ability.
