About the Role

We are looking for an experienced International Blue-Collar Recruitment & Business Development Manager who has strong hands-on experience in overseas manpower recruitment and an established network of local recruitment agents, sub-agents, sourcing partners and overseas employers/end clients.

The ideal candidate should be capable of bringing in overseas manpower requirements, mobilizing suitable candidates through a strong recruitment network, and managing the complete recruitment coordination process from demand to candidate deployment.

Key Responsibilities

- Develop and maintain relationships with local recruitment agents, sub-agents and manpower sourcing partners across different locations.
- Build and maintain relationships with overseas employers, contractors, manpower companies and end clients.
- Identify and acquire new international manpower requirements for blue-collar and semi-skilled positions.
- Source candidates through existing agent networks as well as direct recruitment channels.
- Handle manpower requirements for profiles like Electricians,Plumbers,Masons etc more into semi skilled labour.
- Coordinate with sourcing partners to ensure timely candidate mobilization against client requirements.
- Understand client requirements including trade, experience, salary, accommodation, working hours and other employment conditions.




- Negotiate commercial terms and recruitment arrangements with clients and sourcing partners.
- Maintain a strong pipeline of active overseas job requirements and candidate sources.
- Coordinate with internal recruitment and documentation teams for screening, interviews, trade tests and deployment.
- Monitor recruitment targets, candidate submissions, selections and deployments.
- Develop current markets and recruitment channels for international manpower supply.

Must-Have Experience
- Proven experience in overseas recruitment / international manpower recruitment.
- Strong experience specifically in blue-collar and semi-skilled recruitment.
- Existing network of local recruitment agents / sub-agents / sourcing partners.
- Existing or demonstrated ability to develop relationships with overseas employers/end clients.
- Experience handling overseas manpower requirements from sourcing through selection/deployment coordination.
- Strong understanding of international recruitment processes and candidate mobilization.
- Strong communication, negotiation and relationship-management skills.
- Ability to independently generate new manpower requirements and recruitment business.

Important Requirement

This is NOT a conventional recruitment-only position.

We are specifically looking for someone who can bring both sides of the recruitment network:

Local Agent/Sourcing Network → Candidates

AND

Overseas Employer/End Client Network → Manpower Requirements

Candidates with an established network and proven track record in international blue-collar manpower recruitment will be strongly preferred.
