Job Purpose

Lead the transition, fit-out, pre-opening, handover, and operational readiness of commercial, residential, retail, hospitality, or mixed-use properties. The role is responsible for ensuring that properties are handed over from developers, project teams, tenants, or contractors into smooth day-to-day property management operations.

The position requires solid project management knowledge, technical understanding of MEP and building systems, commercial awareness, and the ability to coordinate multiple stakeholders from project inception through operational stabilization.

Key Responsibilities

1. Transition & Mobilization

- Develop and execute property transition and mobilization plans.
- Take ownership of the transition process from construction/project phase to property operations.
- Prepare transition checklists, timelines, responsibilities, and operational readiness plans.
- Coordinate with developers, project management consultants, contractors, landlords, tenants, and internal FM teams.
- Establish property management processes, SOPs, staffing structures, and operational standards before handover.
- Conduct readiness assessments and identify gaps prior to operational takeover.
- Manage soft and hard landing of properties into steady-state operations.

2. Fit-Out & Project Management

- Lead and monitor tenant fit-out, landlord works, refurbishment, renovation, and modification projects.
- Review project scope, drawings, BOQs, specifications, schedules, and budgets.
- Coordinate with architects, consultants, MEP contractors, civil contractors, specialist vendors, and statutory authorities.
- Monitor project progress against approved time, cost, quality, and safety parameters.
- Review method statements, material submittals, shop drawings, technical submissions, and work schedules.
- Ensure fit-out works comply with approved design standards, building regulations, fire and life-safety requirements, and property guidelines.
- Manage project risks, changes, delays, variations, and technical issues.
- Conduct regular site inspections and project review meetings.
- Ensure proper testing, commissioning, snagging, rectification, and final handover.

3. Project & Technical Knowledge The candidate should have working knowledge of:

Handover & Asset Takeover

- Lead technical and operational handover from the project/developer team.
- Review and validate as-built drawings, O&M; manuals, warranties, AMC contracts, asset registers, test certificates, statutory approvals, and commissioning reports.
- Establish an asset database and preventive maintenance regime.
- Prepare snag lists and ensure closure of outstanding works.
- Coordinate final inspections and acceptance of facilities.
- Ensure all critical systems are tested and operational before takeover.
- Establish documentation and records for future property operations.

5. Property Operations Readiness

- Develop the operating model for newly transitioned properties.
- Plan manpower requirements and coordinate recruitment/mobilization.
- Establish SOPs, emergency response procedures, maintenance schedules, helpdesk processes, security, housekeeping, and engineering operations.
- Ensure operational teams are trained before property opening/takeover.
- Conduct mock drills and emergency preparedness exercises.
- Establish vendor and service-provider contracts.
- Implement CAFM/CMMS systems and asset management processes where applicable.

6. Tenant & Stakeholder Management

- Act as the senior point of contact for landlords, tenants, developers, consultants, and project stakeholders.
- Establish and enforce tenant fit-out guidelines.
- Review tenant fit-out proposals and ensure compliance with property standards.
- Manage tenant handover, access, work permits, shutdowns, and fit-out activities.
- Resolve technical and operational issues during transition and fit-out.
- Maintain strong relationships with key stakeholders and ensure timely communication.

7. Commercial & Financial Management

- Prepare and manage transition and fit-out budgets.
- Monitor project expenditure against approved budgets.
- Review quotations, BOQs, contracts, purchase orders, and variations.
- Support procurement and vendor selection.
- Identify opportunities for cost optimization without compromising quality or statutory requirements.
- Monitor contractor performance and commercial claims.
- Support annual operating budget and CAPEX planning.

8. Compliance, Quality & HSE

- Ensure compliance with applicable statutory, regulatory, fire, environmental, electrical, building, and safety requirements.
- Implement HSE procedures across fit-out and transition activities.
- Conduct audits, inspections, and compliance reviews.
- Ensure contractors follow approved safety procedures and permit-to-work systems.




- Investigate incidents and ensure corrective actions are implemented.
- Maintain required statutory and project documentation.

9. Team Leadership

- Lead property transition, project, engineering, and FM teams.
- Define responsibilities, KPIs, and performance objectives.
- Mentor and develop technical and operational personnel.
- Build cross-functional teams during mobilization and transition.
- Coordinate closely with finance, procurement, HR, security, housekeeping, engineering, and commercial teams.

Qualification & Experience

Education

- Bachelor's degree in Civil, Mechanical, Electrical Engineering, Architecture, Construction Management, or a related discipline.
- MBA / PG qualification in Project Management, Facilities Management, or Business Management would be an advantage.

Experience

- Typically 15-18+ years of experience in property management, facilities management, construction, project management, fit-out, or real estate operations.
- Experience managing large commercial, residential, retail, IT park, mall, hospitality, or mixed-use properties.
- Strong experience in project-to-operations transition and fit-out management.
- Experience managing consultants, contractors, vendors, and multidisciplinary teams.
- Demonstrated experience in managing multiple projects/properties simultaneously.

Ideal Candidate Profile A strong candidate would be someone who has progressed from a technical/project or FM background into senior property management, with the ability to understand both project execution and operational requirements. They should be capable of taking a property from design/construction, fit-out - testing & commissioning - handover, operational mobilization and stabilized property operations.
