Role Purpose To lead the execution and governance of the joint NeGDCAG programme for institutionalisation of software controls across State Government financial management systems, ensuring that the five workstreams deliver the agreed outputs on schedule and to the quality expected by the Joint Standards Council.
1. Key Responsibilities
- Lead programme planning and execution, and manage the integrated schedule, milestones and inter-dependencies.
- Coordinate across the five workstreams — IFMS controls, State implementation support, audit enablement, e-Procurement and works systems controls, and technical audit capability.
- Act as the single point of coordination with the Office of the CAG, NeGD, Accountant General offices and State Governments.
- Convene and service the Joint Standards Council and the Technical Working Group, including agenda, documentation and minutes.
- Maintain the risk, issue and dependency register and drive mitigation with the concerned offices.
- Review all deliverables for completeness and quality before submission for acceptance.
- Prepare progress reports, governance dashboards and executive presentations for NeGD and CAG leadership.
- Track expenditure against the sanctioned estimate and support preparation of Utilisation Certificates.
- Plan and execute programme closure, handover and knowledge transfer.

- Programme Inception and Governance Record, with terms of reference for both governance forums
- Monthly progress reports and governance dashboards
- Rolling risk, issue and dependency register
- Half-yearly programme report for the Joint Standards Council
- Minutes and action-tracking records of all governance forums
- Programme Closure and Knowledge Transfer Report
1. Qualifications and Experience.
Education: Graduate in any discipline from a recognised university; a qualified qualification in management (MBA/PGDM) or engineering is preferred. PMP, PRINCE2 or an equivalent certification is desirable. Experience: Minimum ten (10) years of post-qualification experience in information technology or digital transformation programmes, including demonstrated experience of managing large consulting or systems engagements. Prior experience with Central or State Government programmes and familiarity with public financial management systems will be an added advantage.
