Overview The Technical Manager – Chemical Tankers will be responsible for the safe, reliable, compliant, and cost-effective technical management of assigned chemical tanker vessels, with particular focus on stainless-steel chemical tankers.
The role requires a shore-based technical management capability, commercial awareness, sound judgement, and leadership.
The successful candidate will take ownership of vessel technical performance, maintenance, repairs, budgets, compliance, inspections, defect resolution, and continuous improvement while ensuring that safety and environmental protection remain the highest priorities.
Key Responsibilities
Technical & Vessel Management
- Take ownership of the day-to-day technical management and condition of assigned vessels.
- Monitor vessel performance through PMS, technical reports, inspections, defect reports, and operational data.
- Identify technical issues and ensure timely troubleshooting, corrective action, and closure.
- Ensure vessels remain technically ready, reliable, and fit for safe operation.
- Plan, coordinate, and execute vessel inspections and technical visits.
- Ensure effective technical handovers and continuity of vessel management.
- Participate in office audits and technical reviews as required.
Maintenance, Repairs & Budget Management
- Prepare, monitor, and control technical budgets for assigned vessels.
- Plan and coordinate routine repairs, voyage repairs, spares, consumables,
and technical services.
- Support dry-docks planning, budgeting, preparation, and execution.
- Review technical specifications, repair scopes, quotations, and invoices.
- Work closely with purchasing teams and suppliers to ensure timely availability of spares and services.
- Identify opportunities for cost optimization without compromising safety, reliability, or compliance.
- Exercise delegated financial authority and escalate expenditure outside approved limits.
Safety, Compliance & Risk Management
- Ensure assigned vessels comply with applicable Flag, Class, statutory, safety, environmental, and company requirements.
- Monitor and drive timely closure of deficiencies, inspection findings, audit observations, and technical non-conformities.
- Support incident investigations, root-cause analysis, and implementation of preventive and corrective actions.
- Proactively identify technical and operational risks and escalate significant concerns to the General Fleet Manager – Technical.
Stakeholder & Cross-Functional Management
- Maintain strong working relationships with Masters and Chief Engineers.
- Coordinate with Operations, Crewing, QHSSE, Purchasing, Finance, and other internal functions.
- Liaise with Classification Societies, Flag Administrations, shipyards, manufacturers, contractors, and technical service providers.
- Participate in crew briefings, debriefings, performance evaluations, and technical discussions.
Projects & Continuous Improvement
- Participate in technical projects including retrofits, upgrades, newbuilding specification reviews,
modifications, and fleet improvement initiatives.
- Support project planning, execution, budgeting, and reporting.
- Identify opportunities to improve vessel reliability, technical performance, efficiency, and lifecycle costs.
Authority & Accountability The Technical Manager will be expected to:
- Recommend and approve technical expenditures within delegated authority.
- Raise repair specifications and work scopes for approval.
- Take timely decisions on technical matters within the scope of responsibility.
- Escalate safety, compliance, technical, or financial risks beyond defined authority levels.
- Take ownership of technical outcomes for assigned vessels.
Preferred Qualifications & Experience
- Ex-seagoing Chief Engineer with substantial experience on chemical tankers.
- Specific experience on stainless-steel chemical tankers is essential.
- Class 1 Certificate of Competency / Chief Engineer Certificate or equivalent.
- Degree or diploma in Marine Engineering, Nautical Science, Marine Transportation, or a relevant maritime discipline.
- Minimum 1 year of shore-based experience in a Technical Manager, Vessel Manager, Fleet Superintendent, or equivalent technical management position.
- Strong experience in the day-to-day technical management of vessels is highly preferred.
- Experience with PMS, dry-docking, repairs, inspections, Class/Flag requirements, budgeting, and defect management.
- Shipowner or ship-management company experience will be an advantage.
