QS & Planning Engineer
Position
Designation: QS & Planning Engineer
Experience: 35 Years
Department: Projects / Commercial
Industry: Real Estate / Construction
Reporting To: Project Head / Senior QS & Planning Manager
Job Purpose To handle quantity surveying, estimation, billing, cost control, subcontractor measurements, project planning and progress monitoring, ensuring that construction activities are executed within approved cost, budget and schedule.
Key Responsibilities
1. Quantity Surveying & Estimation
- Prepare detailed BOQ, quantity estimates and rate analysis.
- Review drawings and calculate quantities for civil, structural and finishing works.
- Prepare material quantity requirements and assist procurement planning.
- Verify quantities against approved drawings and site conditions.
- Identify quantity variations and their financial impact.
2. Billing & Certification
- Verify contractor/subcontractor RA bills based on actual site measurements.
- Check measurements, work completion and supporting documents.
- Prepare client/contractor bills and payment certifications.
- Ensure billing is as per BOQ, work order and contract terms.
- Track advances, recoveries, retention and deductions.
3. Cost Control
- Monitor project expenditure against approved budget.
- Prepare Budget vs Actual Cost reports.
- Track material, labour and subcontractor costs.
- Identify cost overruns and immediately highlight deviations.
- Monitor variation orders and additional works.
4. Planning & Scheduling
- Prepare and update project schedules, weekly plans and monthly targets.
- Develop activity-wise construction programmes.
- Monitor actual progress against planned progress.
- Identify delays and prepare recovery plans.
- Coordinate with execution, procurement, design and MEP teams.
5. Site Progress Monitoring
- Conduct regular site visits to verify physical progress.
- Record work completed and prepare progress reports.
- Compare planned vs actual quantities and activities.
- Identify bottlenecks affecting project progress.
- Coordinate with Project Managers and Site Engineers for corrective action.
6. Contract & Subcontract Management
- Review work orders, BOQs, specifications and contractual terms.
- Assist in preparation of subcontractor work orders.
- Monitor scope, quantities, rates and variations.
- Maintain records of claims, deviations and additional works.
7. MIS & Reporting
