Senior OSP Engineer
Position Summary The Senior OSP Engineer independently performs and leads complex outside plant engineering assignments involving the design, planning, relocation, installation, and expansion of telecommunications facilities. This position is responsible for field engineering, OSP staking, work order development, cost analysis, permitting, right-of-way coordination, and the preparation and technical review of complete engineering packages.
The Senior OSP Engineer applies advanced knowledge of OSP design, construction practices, RUS units, work order procedures, and telecommunications industry standards. This position may also provide technical guidance, perform quality reviews, coordinate with clients and external stakeholders, and mentor junior engineering personnel.
Essential Duties And Responsibilities
- Independently engineer complex OSP line extensions, pole replacements, facility installations, and facility relocations.
- Lead physical site surveys, OSP staking, field investigations, and utility identification activities.
- Develop complete work order packages, including field notes, cut sheets, schematics, maps, material requirements, and supporting documentation.
- Evaluate existing telephone plant, electric facilities, and other utilities to identify conflicts and determine appropriate design solutions.
- Perform detailed cost analyses and recommend the most cost-effective and effective methods for placing communication facilities.
- Apply advanced knowledge of RUS units and ensure their accurate use within engineering designs and work orders.
- Manage complex permitting, easement, private right-of-way, and jurisdictional requirements.
- Coordinate with clients, utility representatives, property owners, permitting authorities, construction personnel, and other project stakeholders.
- Resolve design conflicts, field discrepancies, constructability concerns, and other technical issues.
- Review engineering packages for accuracy, completeness, constructability, and compliance with client and industry standards.
- Serve as a technical resource and point of contact for assigned OSP projects.
- Monitor project schedules, deliverables, risks, and engineering priorities.
- Provide technical guidance and mentorship to junior engineers, designers, and field personnel.
- Support project planning, workload coordination, and continuous process improvement.
- Travel throughout Michigan and the Upper Peninsula to support OSP engineering assignments and conduct physical site surveys as required.
Qualifications
- High school diploma or equivalent required.
- Associate or bachelor’s degree in engineering, telecommunications, construction, GIS, or a related field preferred.
- Typically five or more years of progressively responsible OSP engineering or telecommunications design experience.
- Advanced knowledge of COE/OSP principles, work order procedures, telecommunications industry standards, and construction practices.
- Demonstrated ability to independently complete OSP designs and work order packages.
- Strong working knowledge of RUS units and their application.
- Experience with mapping, GIS, CAD, or land-based engineering systems.
- Demonstrated experience with permitting, easements, and private right-of-way requirements.
- Ability to perform cost analysis and evaluate multiple engineering or placement alternatives.
- Ability to identify and resolve complex field, utility, constructability, and design conflicts.
- Strong quality-control, organizational, and project-management skills.
- Ability to communicate effectively with clients, governmental agencies, utility representatives, and construction teams.
- Ability to mentor or provide technical direction to less-experienced team members.
- Ability to manage multiple priorities and meet aggressive deadlines.
