Role & responsibilities
Specific Responsibilities:
Position Overview The Manager MEP Quantity Surveying will lead and oversee end-to-end commercial management, cost control, procurement, contract administration, and estimation for all Mechanical, Electrical, Plumbing, and Firefighting (MEP/HVAC) services across hotel and resort developments. This role requires extensive expertise in high-specification hotel systems, central plant works, energy-efficiency solutions, value engineering, and managing high-value subcontracts from pre-conception through final account closure.
Key Responsibilities
1. Pre-Contract & Estimation
* BOQ & Cost Preparation: Review MEP tender drawings, technical specifications, and design documents to prepare preliminary estimates, detailed Bill of Quantities (BOQ), and cost plans for HVAC, Electrical, Plumbing, Firefighting, ELV, and BMS systems.
- Value Engineering: Identify opportunities for design optimization and cost reduction without compromising hotel brand standards, luxury finishes, or MEP operational performance.
- Budgeting & Cost Modeling: Establish accurate benchmark metrics (e.g., MEP cost per key, cost per square foot) across different hotel categories (luxury, boutique, mid-scale).
1. Procurement & Tendering
* Tender Management: Draft detailed scopes of work, commercial terms, and tender packages for specialized MEP packages.
- Commercial Evaluation: Lead technical-commercial comparative statements, rate analysis, and negotiation processes for MEP subcontractors and major equipment vendors (chillers, boilers, pumps, transformers, generators, ELV systems).
- Vendor Selection: Prequalify and recommend competent MEP contractors and specialized vendors suitable for hospitality-grade quality and timelines.
1. Post-Contract & Commercial Management
* Valuation & Certification: Review and certify monthly interim payment applications, variation claims, and extra work orders submitted by MEP contractors against site progress and contract conditions.
- Cost Control & Reporting: Maintain live cost tracking logs,
issue monthly project cost reports, monitor budget variances, and provide accurate estimates at completion (EAC).
- Change Order Management: Rigorously evaluate variations, claims for delay/disruption, and price escalations in alignment with contract terms.
1. Contract Administration & Closure
* Contract Administration: Draft formal letters, notices, and contractual correspondence related to progress, delays, and variation approvals.
- Final Accounts: Negotiate and settle final accounts with MEP contractors, ensuring all testing/commissioning certificates, operation manuals, as-built drawings, and warranties are handed over smoothly.
- Subcontractor Performance: Evaluate vendor performance during project execution to ensure compliance with quality standards, schedule timelines, and safety guidelines.
Candidate Qualifications & Technical Skills
- Education: Bachelors Degree / Diploma in Mechanical or Electrical Engineering. Professional certification in Quantity Surveying (e.g., MRICS, AIQS) is highly desirable.
- Experience: 8 to 10 years of progressive experience in Quantity Surveying and Commercial Management, with at least 4–5 years dedicated to MEP execution and QS for large-scale hospitality projects (5-star hotels, luxury resorts, mixed-use developments with hotel towers).
- Technical Proficiency:
- In-depth knowledge of MEP systems specific to hotels: central chiller plants, boilers, heat pumps, water treatment plants (WTP/STP), acoustic insulation, guestroom automation systems (GRMS), high-voltage substations, and kitchen/laundry MEP connections.
- Mastery of measurement standards (e.g., NRM, SMM7, IS 1200)
and FIDIC / bespoke standard contracts.
- Hands-on proficiency with QS and estimation software (e.g., CostX, AutoBlock, MS Excel, AutoCAD) and ERP systems (SAP, Oracle, or Candy).
Key Competencies & Soft Skills
- Strong negotiation, analytical, and contract negotiation capabilities.
- Explicit cross-functional communication with MEP design consultants, project management consultants (PMC), hotel operators, and site execution teams.
- Proactive risk identification and solution-driven problem solving under tight timelines.
Preferred candidate profile compliance with quality standards, schedule timelines, and safety guidelines.
