Job SummaryWe are looking for a skilled and detail-oriented Billing Engineer to manage project billing, quantity estimation, measurement verification, and contractor billing activities for civil construction projects. The candidate will be responsible for preparing accurate bills, verifying quantities as per drawings and site measurements, monitoring project costs, and coordinating with site engineers, contractors, consultants, and the accounts department to ensure timely billing and payments.

- Key ResponsibilitiesPrepare and submit Running Account (RA) Bills, final bills, and client invoices as per contract terms.
- Prepare and verify contractor and subcontractor bills based on actual site measurements.
- Take site measurements and prepare Measurement Books (MB) and detailed measurement sheets.
- Prepare quantity take-offs, BOQs (Bill of Quantities), and cost estimates from civil and structural drawings.
- Verify executed quantities against approved drawings, BOQ items, specifications, and work orders.
- Coordinate with site engineers, project managers, consultants, and clients for measurement approvals and bill certification.
- Prepare reconciliation statements for cement, steel, concrete, and other construction materials, wherever applicable.
- Monitor extra items, deviation statements, variation orders,



and additional work claims.
- Maintain records of work orders, approved bills, measurement sheets, and supporting documents.
- Track billing progress, certified amounts, pending bills, retention money, and payment status.
- Assist in preparing project cost reports and budget-versus-actual quantity comparisons.
- Ensure compliance with contractual conditions, billing procedures, and company policies.
- Coordinate with the accounts and finance teams for invoice processing, payment follow-ups, and documentation.
- Required Skills and QualificationsDiploma or Degree in Civil Engineering.
- 2–5 years of relevant experience in civil construction billing and quantity surveying.
- Good knowledge of BOQ preparation, quantity surveying, RA bills, and final billing.
- Ability to read and interpret civil, architectural, and structural drawings.
- Knowledge of Measurement Books, rate analysis, quantity reconciliation, and variation claims.
- Proficiency in MS Excel and AutoCAD.
- Working knowledge of billing software or ERP systems is an advantage.
- Valuable communication, coordination, documentation, and problem-solving skills.
- Strong attention to detail and the ability to meet billing deadlines.
- Key Performance Indicators (KPIs)Accuracy and timely submission of RA bills.
