Job Title: Fire Project Estimation Manager Department: Pre-Sales & Tendering / Cost Engineering Reports To: Director of Operations Employment Type: Full-time, Senior Management Job Summary The Head of Fire Project Estimation is responsible for leading the strategic planning, budgeting, cost estimation, and technical bid formulation for all greenfield and brownfield fire protection projects. This role combines technical mastery of international fire codes with sharp commercial acumen to drive profitable bid winning. The ideal candidate will manage a team of estimation and design engineers, ensuring all technical drawings, Bills of Quantities (BOQ), and commercial bids are hyper-accurate, compliant, and cost-effective.

Key Responsibilities
& Duties 1. Leadership & Team Management
• Direct and mentor the estimation and design engineering teams to deliver accurate, high-quality bid packages under tight timelines.
• Implement standardized workflows for Quantity Take-Offs (QTO), material cost indexing, and project margin evaluation.
• Oversee quality control across all estimation databases, technical proposals, and final submissions. 2. Technical Estimation & Costing
• Analyse complex tender documents, including architectural, MEP, and structural drawings.
• Oversee the generation of detailed BOQs (Bill of Quantities) and BOMs (Bill of Materials) for comprehensive fire hydrant, sprinkler, gas suppression (FM-200, CO₂), and fire alarm/detection systems.
• Perform advanced hydraulic calculations and technical troubleshooting to optimize system architecture before final pricing submission.
• Lead Value Engineering initiatives to reduce project costs for the client without altering safety margins or regulatory compliance. 3. Bid Management & Commercial Strategy
• Formulate commercial and technical proposals for large-scale commercial, industrial, infrastructure, and residential projects.




• Conduct thorough risk assessments regarding site execution constraints, material price fluctuations, and labor requirements.
• Approve margins and pricing strategies in alignment with corporate financial and profitability objectives.
• Establish vendor relationships, issue high-value Requests for Quotations (RFQs), evaluate third-party subcontractor bids, and negotiate competitive pricing.
• 4. Client & Stakeholder Management
• Present complex technical designs and high-budget cost breakdowns directly to corporate clients, project consultants, and government bodies.
• Provide pre-sales engineering support, participating in critical technical clarifications and strategic bid negotiations.
• Coordinate handovers from the tendering team to the project execution division upon winning contracts. Required Skills & Qualifications

Education:
Bachelor’s Degree or Diploma in Mechanical, Electrical, or Civil Engineering. Professional licenses or certifications (e.g., CFPS
- Certified Fire Protection Specialist) are highly preferred.

Experience:
7 to 10+ years of direct experience in fire protection design, estimation, and tendering, with at least 2 to 3 years in a managerial or team leadership role.
• Regulatory Knowledge: Mastery of NFPA standards, FM Global guidelines, NBC (National Building Code), and regional/local civil defence mandates.
• Technical Software Proficiency: Advanced knowledge of AutoCAD (2D/3D), Bluebeam, Elite/Sprink CAD (hydraulic calculation software), Revit MEP/BIM, and MS Excel.
• System Competencies: Absolute domain authority over Fire Hydrants, Wet/Dry Sprinkler systems, Pump House setups, Foam systems, Clean Agent Gas Suppression, and Fire Detection/Alarm architectures.
