Purpose/Objective

To lead the estimation and budgeting function for real estate projects by developing accurate project cost estimates, budget plans, and cost forecasts across the project lifecycle.

The role is responsible for ensuring effective cost planning, budget monitoring, value engineering, financial control, and decision support to achieve project profitability while maintaining quality and delivery objectives.

Key Responsibilities of Role

Cost Estimation & Budget Planning - Prepare detailed project cost estimates during concept, design, tendering, and execution stages.

- Develop project budgets based on scope, specifications, drawings, market rates, and construction methodologies.
- Estimate costs for civil, structural, architectural, MEP, infrastructure, landscaping, and external development works.
- Establish project cost benchmarks and estimation standards across multiple developments.

Feasibility & Cost Analysis - Support project feasibility studies by providing preliminary cost estimates and financial inputs.

- Conduct cost-benefit analysis and financial evaluations for proposed projects and design alternatives.
- Review project scope changes and assess budgetary implications.
- Provide cost intelligence to support strategic planning and investment decisions.

Budget Control & Monitoring - Track project budgets and actual expenditures throughout the project lifecycle.

- Monitor budget variances and recommend corrective actions to maintain financial discipline.
- Prepare periodic budget forecasts and cost projections for management review.




- Identify potential cost overruns and implement mitigation strategies.

Value Engineering - Drive value engineering initiatives to optimize project costs without compromising quality and functionality.

- Evaluate alternative materials, construction methods, and design solutions for cost efficiency.
- Collaborate with Design, Procurement, Engineering, and Project teams to identify cost-saving opportunities.
- Support lifecycle cost analysis and long-term value assessments.

Tendering & Procurement Support - Provide cost estimates and BOQ validation for tendering activities.

- Review contractor quotations, bids, and rate analyses.
- Support commercial evaluations and recommendation of vendors and contractors.
- Coordinate with Procurement and Contracts teams for cost negotiations and budget compliance.

Cost Reporting & MIS - Develop and maintain project cost reports, dashboards, and budgeting MIS.

- Present project cost performance, cash flow projections, and budget utilization reports to management.
- Track project commitments, liabilities, and expenditure trends.
- Generate management reports for strategic reviews and decision-making.

Stakeholder Management - Coordinate with Design, Projects, Engineering, Procurement, Contracts, Finance,



and Business Development teams.

- Provide cost-related inputs during project reviews and leadership meetings.
- Work closely with consultants, contractors, and external agencies on estimation-related matters.
- Support business units in achieving project profitability targets.

Governance & Compliance - Ensure adherence to approved budgets, company policies, and cost management procedures.

- Maintain proper documentation of estimates, assumptions, cost databases, and approvals.
- Support audit reviews and project cost validations.
- Ensure compliance with internal controls and project governance frameworks.

Qualifications and Experience

Educational Qualifications - Bachelor's Degree in Civil Engineering.

- MBA/PGDM in Finance, Construction Management, Project Management, or Operations Management preferred.
- Professional certifications in Quantity Surveying, Cost Management, Value Engineering, or Project Management will be an added advantage.

Experience - 8–12 years of experience in Estimation, Cost Planning, Budgeting, Quantity Surveying, Project Controls, or Commercial functions.

- Experience in residential, commercial, mixed-use, township, hospitality, or infrastructure projects.
- Robust exposure to project budgeting, tendering, procurement support, and cost control processes.
- Experience in handling large-scale real estate developments preferred.
