Job Description

Human Care Rural Urban Development Society is seeking a highly experienced Operations Manager with extensive hands-on knowledge of the Kaushal Bharat Portal and DDU-GKY project implementation, compliance, and closure procedures.

The selected candidate will be responsible for managing pending project activities, resolving portal-related discrepancies, coordinating with government authorities, and ensuring the successful and timely closure of the DDU-GKY project.

Key Responsibilities

- Kaushal Bharat Portal Management: Independently navigate and manage the Kaushal Bharat Portal, including candidate records, batch details, assessments, reassessments, certifications, placements, and reporting.
- Project Closure: Provide end-to-end guidance on DDU-GKY project closure requirements, documentation, compliance, pending deliverables, and final submissions.
- Assessment & Certification: Identify discrepancies in candidate assessment and certification statuses, coordinate with SSCs and assessment agencies, and facilitate resolution of pending results.
- Candidate Data Reconciliation: Verify and reconcile candidate records across Kaushal Bharat, assessment reports, placement documentation, and internal databases.
- Government Coordination: Liaise with DDU-GKY Uttarakhand officials, SRLM, SSCs, and other relevant authorities to resolve outstanding issues.
- Placement Verification: Review candidate placement records, supporting documents, and applicable verification requirements.
- Compliance & Reporting: Prepare progress reports, closure documentation, utilization-related records, and other required submissions.
- Financial & Administrative Closure:



Assist with applicable payment claims, supporting documentation, reconciliation, and performance bank guarantee-related requirements.
- Issue Resolution: Identify outstanding compliance gaps and develop actionable solutions to expedite project completion.

Mandatory Qualifications

- Extensive practical experience using the Kaushal Bharat Portal is mandatory.
- Prior hands-on experience managing DDU-GKY projects.
- Proven understanding of DDU-GKY project closure procedures and documentation requirements.
- Experience handling assessments, reassessments, certifications, and placement verification.
- Familiarity with DDU-GKY guidelines, monitoring requirements, and government reporting procedures.
- Solid coordination skills and the ability to communicate with government departments and assessment agencies.
- Excellent documentation, Excel, reporting, and data reconciliation skills.

Preferred Experience

- Previous experience successfully closing a DDU-GKY project.
- Experience working with PIAs, SRLMs, or DDU-GKY implementing agencies.
- Familiarity with DDU-GKY operations in Uttarakhand.
- Ability to independently troubleshoot Kaushal Bharat Portal issues and guide internal staff.

The candidate must possess practical, working knowledge of Kaushal Bharat rather than only theoretical familiarity.

Candidates with prior DDU-GKY project closure experience will be strongly preferred.
