Job Summary

Anoud Technologies is looking for an experienced Program Manager with 15–20 years of experience in managing multiple IT projects and programs, particularly involving Oracle technologies and Java-based applications. The ideal candidate will have a strong background in program governance, enterprise application delivery, technical project management, and stakeholder management. PMP certification is mandatory, along with proven experience leading multiple projects, managing large teams, and delivering complex IT initiatives within agreed timelines, budgets, and quality standards.

Key Responsibilities

- Lead and manage multiple IT projects and programs involving Oracle technologies, Java applications, and enterprise systems.
- Oversee end-to-end program delivery, including planning, execution, monitoring, risk management, and closure.
- Manage multiple project managers, technical leads, developers, QA teams, and cross-functional delivery teams.
- Develop program roadmaps, project schedules, resource plans, budgets, milestones, and delivery strategies.
- Coordinate Oracle development, implementation, customization, integration, and support projects.
- Oversee Java-based application development, system integration, modernization, and enhancement initiatives.
- Ensure effective coordination between Oracle technical teams, Java developers, database teams, architects, QA, and business stakeholders.
- Monitor project progress, dependencies, risks, issues, change requests, and delivery commitments across multiple projects.
- Establish program governance, performance dashboards, status reporting, and escalation management processes.
- Manage resource utilization, capacity planning, budget forecasting, vendor coordination, and financial performance.
- Engage with clients and senior stakeholders to understand business requirements, provide progress updates, and resolve escalations.




- Ensure adherence to software development lifecycle (SDLC) practices, quality standards, security requirements, and project management methodologies.
- Drive continuous improvement in delivery efficiency, productivity, and project execution.
- Mentor project managers and technical leaders to achieve program objectives and maintain delivery excellence.

Required Skills and Qualifications

- Bachelor's degree in Engineering, Computer Science, Information Technology, or a related discipline.
- 15–20 years of overall IT experience, with significant experience in project and program management.
- PMP certification is mandatory.
- Proven experience managing multiple IT projects simultaneously.
- Strong experience in Oracle technologies and Java-based application development or enterprise application delivery.
- Positive understanding of Oracle databases, Oracle enterprise applications, Java/J2EE, APIs, integrations, and application architecture.
- Experience managing large technical teams, project managers, developers, and cross-functional stakeholders.
- Strong knowledge of SDLC, Agile, Waterfall, or hybrid project management methodologies.
- Expertise in program governance, budgeting, resource planning, risk management, and stakeholder communication.
- Excellent leadership, client management, problem-solving, and decision-making skills.
- Experience using project management tools such as MS Project, Jira, or equivalent platforms.

Preferred Skills

- Experience managing enterprise-scale Oracle and Java implementation, development, migration, integration, or modernization projects.
- Experience handling multiple client engagements and complex delivery environments.
- Knowledge of cloud platforms, enterprise integration, DevOps, and application modernization.
- Additional certifications such as PgMP, PRINCE2, or Agile certifications would be an advantage.
