Billing Engineer (Civil), Jal Jeevan Mission Water Supply Project

Location: Raipur, Chhattisgarh
Employment: Full time, project-based
Reports to: Project Manager / Project Head

Roles and Responsibilities
Prepare monthly RA bills, running bills and final bills as per contract and BOQ
Take joint measurements with site engineers and client/PMC representatives; prepare and maintain MB records
Reconcile executed quantities with BOQ, drawings and approved work orders
Prepare and track extra items, deviation statements and variation claims with supporting documents
Maintain quantity and cost reconciliation of materials: pipes, cement, steel, specials
Prepare sub-contractor and labour bills; verify against work done and rates
Track bill status, deductions, retention, GST and pending payments; follow up with the department for certification
Prepare and update a work-done vs billed vs paid tracker
Maintain documentation: test reports, measurement sheets, approval letters, hindrance registers




Support rate analysis and estimates for current or non-BOQ items
Support project cost monitoring and flag quantity or cost mismatches early

Desired Candidate
B.E./B.Tech in Civil Engineering
At least 5 years in billing or quantity surveying (water supply, pipeline, JJM or PHED work strongly preferred)
Strong command of BOQ, DSR/SOR rates, measurement and RA bill process
Understanding of pipeline items: trenching, laying, jointing, hydro-test, FHTC, and RCC items for tanks
Advanced MS Excel (formulas, lookups, pivot); basic AutoCAD for quantity take-off
Fluent in Hindi and English drafting for letters and claims
Detail-oriented, organised and confident in dealing with client billing staff

Valuable to Have
Experience with government e-measurement or JJM/IMIS portals
Knowledge of GST, TDS and retention treatment in government contracts
Prior exposure to tender-stage estimation
