About the Project

Sol's ARC is a disability inclusion organisation with over 23 years of experience enabling Persons with Disabilities (PwDs) to access education, livelihoods and employment. We work with governments, donors and communities to create systemic, scalable and sustainable change.

The Rural Livelihoods Programme (RLP) in Maharashtra is a three-year initiative (October 2026 – March 2029) supported by HSBC India, implemented in partnership with the Maharashtra State Rural Livelihoods Mission (UMED-MSRLM). The programme aims to strengthen the economic and social empowerment of Persons with Disabilities in rural Maharashtra — connecting 400 PwDs to identity documents, government schemes, SHGs, livelihood training and market linkages across demonstration districts.

About the Role

The Block Officer is Sol's ARC's primary presence within each demonstration block of the Maharashtra RLP. This is a senior field coordination role — the person is responsible for all community-level activities within their block, including community mobilisation, SHG facilitation, PwD identification, government scheme access, livelihood training coordination and frontline team supervision.

You will work 5 days a week — 4 days in the field across villages and 1 day for documentation, data entry and team reporting. A personal two-wheeler and willingness to travel within the block is mandatory.

What Will You Typically Do?

1. Community Mobilisation and PwD Identification

- Lead Participatory Rural Appraisal (PRA) exercises and household surveys to identify PwDs across villages in your block. Support FOs in planning their field visits and deliverables at every stage of project implementation.
- Build trust with communities, gram panchayats and families of PwDs — explain the programme and mobilise participation.
- Maintain a block-level register of all identified PwDs — tracking their status across identification, documentation,

SHG enrolment and livelihoods.
- Organise and facilitate community awareness meetings on disability rights, government schemes and livelihood opportunities.

2. SHG Inclusion and Government Scheme Linkages

- Support PwDs to join existing SHGs or form new PwD-inclusive SHGs — facilitate monthly SHG meetings and maintain SHG registers.
- Coordinate with MSRLM Village Organisation and Cluster Level Federation staff to integrate PwDs into community institutions.
- Facilitate PwDs' access to identity documents — Aadhaar, disability certificates and UDID cards — through disability access camps and government office visits.
- Link PwDs to eligible government schemes — pension, Ayushman Bharat, ADIP (assistive devices), MGNREGA and others.

3. Livelihood Support and Market Linkages

- Support Field Officers in delivering livelihood training sessions to PwDs across the block — farm-based (6 options) and non-farm (3 options) livelihoods.
- Help PwDs identify and initiate suitable livelihoods — providing seed capital support and follow-up hand-holding.
- Build relationships with local market buyers, self-help federations and traders to create market linkages for PwD-produced goods.
- Monitor livelihood progress of PwDs in your block — track income levels, production output and market sales on a bi-monthly basis.
- Ensure that at least 70% of livelihood products produced by PwDs are sold within two months

4. Team Supervision and Reporting

- Guide and supervise 2–3 Field Officers in your block — conduct daily check-ins, review household surveys and verify PMIS data quality.
- Train Field Officers on field tools, PMIS entry and programme methodologies and livelihood training, by various selected types of livelihood activities.
- Submit weekly and monthly reports to the Programme Manager — including activity updates,

beneficiary progress and field challenges.
- Engage with MSRLM block functionaries and other government department functionaries at block level as per program requirements(Block Mission Manager, Community Mobilisers) on a regular basis.
