We at Coforge are seeking a “Senior Business Analyst" with experience in delivering large-scale Government and Public Sector digital transformation programs. The incumbent will serve as a key liaison between government stakeholders, business users, implementation partners, and technology teams to successfully deliver e-Governance and Digital Public Infrastructure initiatives Roles & Responsibilities
• Lead requirement elicitation workshops with Ministries, Government Departments, Regulatory Bodies, State Governments, Public Sector Undertakings (PSUs), and other public sector organizations.
• Gather, analyze, validate, prioritize, and document business, functional, non-functional, regulatory, and compliance requirements.
• Prepare and maintain Business Requirement Documents (BRD), Functional Requirement Specifications (FRS), System Requirement Specifications (SRS), User Stories, Use Cases, Business Rules, Process Flows, BPMN Models, and Requirement Traceability Matrices (RTM).
• Define functional and non-functional requirements for large-scale enterprise and government systems.
• Analyze and document AS-IS and TO-BE business processes and identify opportunities for process optimization and automation.
• Conduct gap analysis and recommend business process improvements aligned with project objectives.
• Translate Government policies, acts, circulars, notifications, guidelines, and operational procedures into system and business requirements.
• Facilitate requirement reviews, walkthroughs, stakeholder approvals, sign-offs, and acceptance management activities.
• Work extensively with Central Government, State Government, PSU, Smart Governance, Citizen Services, Digital India, Digital Public Infrastructure (DPI), and Mission Mode Projects.
• Engage with senior Government stakeholders, departments, regulatory authorities, PMUs, implementation partners, and consulting teams throughout project lifecycles.
• Understand Government procurement processes, RFPs, bid requirements, contractual obligations,



governance frameworks, and compliance mandates.
• Support Government standards, security policies, audit requirements, regulatory compliance requirements, and operational guidelines.
• Participate in pre-sales engagements, solutioning workshops, tender response preparation, bid management, and proposal development activities.
• Work on Digital India programs, Smart Governance initiatives, Citizen Service Delivery Platforms, Smart City projects, Digital Public Infrastructure (DPI), and Public Sector Digital Transformation Programs.
• Gather, analyze, and document requirements for
- e-Governance Platforms,Citizen Service Delivery Systems,Smart City Solutions,Education Management Systems,Healthcare Management System,Land & Property Management Systems,Social Welfare Platforms,Public Distribution Systems,Taxation Systems,Financial Management Systems,Identity & Authentication Platforms,Regulatory Management Systems,National and State Mission Mode Projects,Support Government Process Re-engineering (GPR) initiatives and drive process transformation programs.
• Ensure solutions align with Government standards, compliance mandates, operational objectives, and citizen service requirements.
• Participate in project scoping, effort estimation, business case development, requirement sizing, and solution planning exercises.
• Support Fixed Price Project (FPP) delivery by ensuring requirement completeness, scope clarity, and traceability.
• Participate in bid management, RFP analysis, effort estimation, functional sizing, and proposal preparation activities.
• Manage requirement changes, scope modifications, enhancements, and change requests throughout project execution.
• Assess impacts of requirement changes on project timelines, effort, budgets, dependencies, risks, and deliverables.




• Ensure project delivery remains aligned with contractual commitments and agreed scope.
• Support project managers in project planning, milestone tracking, dependency management, risk identification, mitigation planning, and delivery governance.
• Drive stakeholder approvals, business validations, requirement sign-offs, User Acceptance Testing (UAT), and acceptance management processes.
• Collaborate with architects, developers, testers, delivery managers, business users, and implementation teams to ensure successful solution delivery.
• Act as the primary bridge between business stakeholders and technical teams for requirement clarification and solution alignment.
• Conduct workshops, presentations, demonstrations, stakeholder meetings, business reviews, and governance discussions.
• Manage complex stakeholder ecosystems involving multiple Government departments, agencies, vendors, implementation partners, and delivery teams.
• Utilize JIRA, Confluence, Azure DevOps, Microsoft Visio, BPMN tools, and Microsoft Office Suite for requirements management and project collaboration.
• Leverage SQL and Power BI for analysis, reporting, data validation, dashboarding, and business insights where required.
• Support large-scale Digital Transformation Programs, Managed Services engagements, Application Development programs, and Product Implementation initiatives.
• Ensure successful delivery of business outcomes through effective stakeholder management, governance compliance, process optimisation, and structured requirements management. Key Skills
