Ltd. is a leading solar EPC and renewable energy company engaged in developing and executing solar power projects across India. The company operates across rooftop solar, ground-mounted solar, and Open Access projects, with a focus on delivering comprehensive solar energy solutions to commercial, industrial, and institutional clients. Position Overview Roofsol Energy is looking for an experienced and well-connected Head – Government Liaisoning to lead and manage government approvals, statutory clearances, regulatory coordination, and liaisoning activities for solar projects across India. The incumbent will be responsible for developing and maintaining strong working relationships with government authorities, DISCOMs, electricity departments, State Nodal Agencies, transmission utilities, and other relevant regulatory bodies to facilitate timely approvals and smooth project execution. The role requires extensive experience in the Indian power and renewable energy sector, a strong understanding of state-wise regulatory frameworks, and the ability to lead a pan-India liaisoning team.

Key Responsibilities
1. Government Approvals & Statutory Clearances
· Lead the end-to-end process of obtaining statutory approvals, permits, licenses, and clearances required for rooftop, ground-mounted, and Open Access solar projects.
· Coordinate with relevant Central and State Government departments, regulatory authorities, and local bodies for project-related approvals.
· Ensure timely processing of applications, documentation, and compliance requirements for project commissioning.
· Monitor approval timelines and proactively resolve bottlenecks affecting project execution.
· Manage a team of talented executives and vendors across the country on a day-to-day basis. 2. DISCOM & Power Utility Coordination




· Develop and maintain solid working relationships with State DISCOMs, electricity boards, transmission utilities, and other power sector authorities.
· Manage approvals related to grid connectivity, net metering, gross metering, synchronization, and commissioning of rooftop solar projects.
· Coordinate approvals related to evacuation infrastructure, grid connectivity, and power transmission for ground-mounted and Open Access projects.
· Facilitate approvals for electrical inspections, CEIG clearances, grid synchronization, and other applicable technical and statutory requirements. 3. Open Access & Ground-Mounted Solar Projects
· Lead liaisoning activities for Open Access solar projects, including connectivity, transmission, wheeling, banking, and related regulatory approvals.
· Coordinate with State Transmission Utilities (STUs), Central Transmission Utility (CTUIL), State Load Despatch Centres (SLDCs), and other relevant authorities.
· Manage approvals related to substations, transmission lines, bay allocation, evacuation infrastructure, and power scheduling, wherever applicable.
· Support project teams in understanding state-specific regulations, approval procedures, and statutory requirements. 4. Regulatory Compliance & Policy Monitoring
· Monitor changes in Central and State Government policies, regulations, notifications, and procedures impacting solar project development and execution.
· Maintain an updated repository of state-wise approval requirements, applicable regulations, and statutory timelines.
· Provide regulatory guidance to management and project teams on applicable approvals, compliance obligations, and potential regulatory risks.




· Ensure adherence to applicable statutory requirements and maintain proper documentation of approvals and clearances. 5. Pan-India Liaisoning Operations & Team Management
· Establish and manage a pan-India government liaisoning network to support the company's expanding solar project portfolio.
· Lead, mentor, and monitor state-level liaisoning officers and external consultants.
· Develop standard operating procedures (SOPs), approval trackers, escalation mechanisms, and reporting systems.
· Ensure accountability, transparency, and timely completion of liaisoning activities across all project locations. Desired Candidate Profile
· Bachelor's degree in Electrical Engineering, Power Engineering, Mechanical Engineering, or a related technical discipline.
· 12–15 years of relevant experience in government liaisoning, statutory approvals, regulatory coordination, or power sector project development.
· Strong experience in the solar energy, renewable energy, power transmission, electrical infrastructure, or EPC industry.
· Demonstrated experience handling government approvals for rooftop solar, ground-mounted solar, and/or Open Access projects.
· Strong understanding of DISCOM procedures, electricity regulations, grid connectivity, CEIG approvals, and state-wise statutory requirements.
· Proven experience in managing government stakeholders and leading liaisoning teams across multiple states.
· Excellent communication, negotiation, coordination, and stakeholder management skills.
· Ability to manage multiple projects, regulatory requirements, and approval timelines simultaneously. Key Competencies
