Project name: Maharashtra Resilience Development Program (MRDP) – funded by the World Bank and DM R&R; Project Overview Palladium has been selected for providing technical assistance to the DR R&R; in the implementation of the Maharashtra Resilience Development Program (MRDP) in the state of Maharashtra. The program is being implemented in the state for Landslide Risk Mitigation, updating district emergency management capacities and conduct climate inclusive multi risk hazard vulnerability assessment for Maharashtra using analytics and data. We will contribute towards improvement in the ability to understand and map disaster risk, strengthen relationships between departments, CSOs, NGOs, and other ecosystem partners through targeted mainstreaming and convergence, aligning appropriate physical, financial and human resources to support on-ground activities, and support resilience at the community and state level through innovations and best practices from across the globe.

Background Maharashtra has witnessed several devastating disasters and is one of the worst affected states in the COVID19 pandemic.

The State Disaster Management

Plan was prepared in 2016 for effective pre disaster and post disaster management.

Framework for Disaster Risk Reduction recognizes that the State has the primary role to reduce disaster. On the lines of the Sendai Framework and the guidelines of the SDMP, the department plans to undertake a coordinated and integrated approach to Disaster Management and Resilience for Maharashtra which will focus on strengthening the states capabilities in disaster preparedness, mitigation, and response.

Disaster

Management is a coordinated responsibility of all the line departments and Palladium is supporting the Govt. of Maharashtra as a multidisciplinary and comprehensive Technical Support Agency to assist the state government in end-to-end Disaster Preparedness, Mitigation and Response for all the notified disasters.

Program Context: Maharashtra Resilience Development Program (MRDP) MRDP aims to enhance Maharashtra’s resilience to climate-induced disasters such as floods, droughts, and landslides. It integrates green and grey infrastructure, early warning systems, and community-based disaster preparedness. The program is implemented with technical and financial support from the World Bank , and involves multiple stakeholders including municipal corporations, MKVDC, and district administrations.

Key Responsibilities Provide technical inputs to the implementing agency on hydrological data collection standards, indicators, formats, and protocols.



Work with stakeholders to identify hydrology specific data requirements and analytical needs for MRDP. Review district level hydrological datasets (rainfall, runoff, groundwater, reservoir levels, etc.) and provide expert feedback.

Coordinate with data sources such as IMD, WRD, CGWB, CWC, and satellite based platforms, and support compilation and analysis of secondary hydrological data. Prepare draft questionnaires, tools, and templates for standardized collection of hydrological information. Conduct hydrological analysis to identify trends, anomalies, seasonal variations, and risk patterns.

Prepare reports, briefs, policy notes, presentations, and other documentation required by the department or Palladium. Develop and maintain a structured hydrology database, ensuring proper metadata and adherence to the prescribed data dictionary. Coordinate with relevant departments to address emerging or identified hydrology related data gaps.

Use analytical tools to derive meaningful insights and support development of dashboards, maps, and visualizations related to water availability, water stress, and hydrological risks.

Qualifications Bachelor’s/Master’s degree in Hydrology, Water Resources, Civil/Water Engineering, Environmental Science, or relevant field. Minimum 5 years of experience in hydrology, water resources, or environmental data analysis.
