Second Class Mining Engineer (Quartzite Mine)
Location: Arikakota Village, Ramabhadrapuram Mandal, District Vizianagaram, Andhra Pradesh

Reporting To: Mine Manager / Agent / Project Head

Position Overview The Second Class Mining Engineer shall be responsible for the safe, systematic, scientific, and economically efficient operation of the Quartzite Mine in compliance with the provisions of the Mines Act, Metalliferous Mines Regulations (MMR), DGMS guidelines, environmental clearances, and other applicable statutory requirements.
The incumbent shall supervise mining operations, drilling and blasting activities, deployment of heavy earth moving machinery (HEMM), mine safety management, statutory compliance, production planning, and manpower supervision for opencast quartzite mining operations.
The role requires solid operational control, practical mining knowledge, statutory competency, and leadership capabilities for achieving production targets while ensuring safety and environmental sustainability.
Qualification Requirements
Essential Educational Qualification
- Diploma in Mining Engineering from a recognized institution/university
OR
- Degree in Mining Engineering from a recognized university approved by AICTE/UGC.
Mandatory Statutory Qualification
- Valid Second Class Manager’s Certificate of Competency (Restricted/Unrestricted) under the Metalliferous Mines Regulations, 1961 issued by the Directorate General of Mines Safety (DGMS).
Experience Requirements For Diploma Holders:
- Minimum 3–5 years of practical experience in metalliferous opencast mines, preferably Quartzite/Granite/Stone mining operations.
For Degree Holders:
- Minimum 2–3 years of practical mining experience in opencast metalliferous mines.
Preferred Experience - Experience in:
- Quartzite mining operations
- Controlled blasting
- HEMM operation and supervision
- Bench formation and slope stability
- Mine planning and production monitoring
- DGMS inspections and statutory compliance
- Environmental management practices
- Deployment of excavators, compressors, jackhammers, tippers, and crushers
Statutory & Technical Knowledge Requirements The candidate must possess sound knowledge of:
- The Mines Act, 1952
- Metalliferous Mines Regulations (MMR), 1961
- DGMS circulars and safety standards
- Explosives Rules and blasting procedures
- Mine Vocational Training Rules
- Environmental laws related to mining
- Mine survey and geological interpretation
- Mine ventilation and drainage practices
- Slope stability and bench design
- Hazard identification and risk assessment
- First aid, emergency response, and accident prevention
- Preparation of statutory reports and records
- Quarry development planning
Key Roles & Responsibilities 1. Mine Operations Management
- Supervise day-to-day quartzite mining activities.
- Ensure systematic development of benches, haul roads, and quarry faces.
- Monitor drilling, blasting, excavation, loading, transportation, and dispatch operations.
- Ensure optimum utilization of mining machinery and manpower.
- Achieve targeted production and productivity levels.
2. Safety Management
- Enforce strict compliance with DGMS safety regulations.
- Conduct workplace inspections and identify unsafe conditions.
- Ensure proper bench height, width, and slope stability.
- Supervise blasting operations as per approved procedures.
- Ensure usage of PPE by all workers and contractors.
- Conduct safety toolbox talks and awareness programs.
- Investigate accidents/incidents and recommend preventive measures.
- Maintain emergency preparedness and rescue arrangements.
Mining managers and supervisory officials are responsible for safety, operational supervision, and statutory compliance in metalliferous mines. 3. Drilling & Blasting Supervision
- Plan and supervise drilling patterns and blasting schedules.
- Ensure safe storage, transportation, and use of explosives.
- Monitor blast vibration and fly-rock control.
- Coordinate with licensed blasters and explosives suppliers.
- Ensure blasting operations are carried out only under authorized supervision.
4. Production Planning & Monitoring
- Prepare daily, weekly, and monthly production plans. Monitor ore recovery, waste handling, and mineral quality.
- Maintain production records and progress reports.
- Coordinate with geology and survey teams for mine advancement.
- Optimize mine sequencing and equipment deployment.
5. Statutory Compliance
- Maintain all statutory registers, notices, and mine records.
- Ensure timely submission of DGMS and IBM returns.
- Assist during DGMS inspections and compliance audits.
- Ensure valid permits/licenses for mining operations.
- Maintain explosive consumption and blasting records.
6. Environmental & Sustainable Mining Practices
- Ensure compliance with Environmental Clearance (EC) conditions.
- Monitor dust suppression, water sprinkling, and plantation activities.
- Ensure proper waste dump management and drainage systems.
- Implement measures for pollution control and sustainable mining.
7. Manpower & Contractor Management
- Supervise mining staff, operators, drillers, and contract workers.
- Allocate manpower according to production and safety requirements.
- Conduct skill development and vocational training programs.
- Monitor discipline and operational efficiency at site.
8. Equipment Management
- Coordinate maintenance schedules for HEMM and mining equipment.
- Monitor equipment performance and downtime.
- Ensure safe operation of excavators, compressors, tippers, and loaders. Maintain fuel and machinery utilization records.
