POSITION PURPOSE The DGM Commercial is the senior-most commercial and administrative authority at the Kharagpur manufacturing plant. This role carries overall accountability for commercial strategy, cost control, plant administration, regulatory compliance, and cross-functional coordination across all departments.

The AM Commercial reports to this position and owns day-to-day execution of procurement, dispatch, data management, and compliance tracking. The DGM focuses on policy, approvals, strategic cost analysis, vendor negotiations, and management reporting areas where the AM has no independent authority.

1. STRATEGIC COMMERCIAL AUTHORITY The following responsibilities rest solely with the DGM.

- Set procurement strategy for the plant vendor selection criteria, negotiation frameworks, cost benchmarks, and preferred supplier lists.
- Conduct all purchase negotiations above 50,000 and under 2,00,000 in value; approve vendor terms for high-value and capital purchases.
- Approve all Purchase Orders as per SOP and delegation of authority policy.
- Design and approve Purchase Order SOPs covering: routine consumables, capital equipment, AMC/services, emergency/spot purchases, improvement jobs, and inter-unit transfers.
- Define approval matrices, value thresholds, and documentation requirements for each PO category.
- Define consumables spending benchmarks across departments (production, maintenance, tool room, value addition).
- Approve corrective actions on consumables overspending.
- Approve AMC renewals and negotiate terms for critical equipment and services.

2. COST STRATEGY & 4M ANALYSIS The DGM owns the analytical and decision-making layer of cost control.

- Drive cost control strategy across all operational levels with a focus on conversion cost reduction.
- Set fixed cost reduction targets and approve plans (overheads, utilities, contracted services).
- Analyse variable cost trends against production volumes; set department-wise targets and hold HODs accountable.
- Own rejection reduction targets across extrusion, casting, fabrication, and value-addition; drive root-cause analysis with Production and Quality.
- Review Budget vs. Actual variance reports; present analysis and action plans to President/CMD monthly.

4M Cost Analysis (Man, Machine, Material, Method)

- Man: Analyse labour cost per MT trends, overtime patterns, idle time, and manpower utilisation. Decide corrective measures with HR and Production.




- Machine: Review machine-hour cost trends, downtime-loss patterns, energy consumption per press line. Direct maintenance cost optimisation.
- Material: Set yield improvement targets; review scrap rates, alloy-wise wastage, and billet-to-finished-product conversion efficiency.
- Method: Drive process-level cost optimisation across extrusion, anodising, powder coating, cold drawing, and packing.
- Present consolidated 4M analysis with strategic recommendations in monthly management review meetings.

3. MANAGEMENT REPORTING & ESCALATIONS

- Own the MIS reporting framework for the plant define report formats, metrics, KPIs, and distribution lists.
- Review and approve all MIS reports before distribution to President, CFO, and CMD (monthly/strategic reports).
- Present plant performance reviews, cost analysis, and compliance status to senior management.
- Resolve cross-departmental escalations on rejection data, supplier quality, customer complaints, and interdepartmental disputes.
- Chair daily production planning meetings; make procurement and dispatch prioritisation decisions.

4. PLANT COST ADMINISTRATION GOVERNANCE

Department Oversight

- Oversee cost administrative functioning of all plant departments: Stores, Purchase, Accounts, Production, Maintenance, Quality, HR, Dispatch, and Security.
- Ensure adequate staffing, defined workflows, and accountability within each department.

Management Administration

- Coordinate with Corporate Office (Kolkata) and Head Office (Delhi) on plant-level administrative matters.
- Handle plant-level insurance approvals, contract negotiations, and high-value asset decisions.

5. REGULATORY COMPLIANCE APPROVALS & LIAISON (DGM-EXCLUSIVE)

- Coordinate with external auditors and the CFO’s office on tax-related queries, notices, and assessments.
- Ensure implementation of all Auditor’s notes (Concurrent & Internal) and Non Compliance points.
- Review master compliance tracker maintained by AM; ensure zero lapses on licences and permits.
- Approve AMC renewals, negotiate terms, and sign off on service contracts.
- Liaise with WBIIDC (Industrial Growth Centre authority) on land, infrastructure, and utility matters.
- Handle statutory inspection escalations and represent the plant to government authorities.
- Ensure compliance with BIS Quality Control Orders; maintain audit readiness for ISO 9001, ISO 14001, OHSAS 18001.

6. SHARED RESPONSIBILITIES (DGM OVERSIGHT AM EXECUTION)



In the following areas, the AM executes and the DGM oversees. Clear handoff points are defined below:

- Rejection Tracking: AM maintains the rejection database and flags trends DGM sets targets, drives corrective action with Production/Quality, and presents to management.
- MIS Reports: AM prepares daily/weekly reports and distributes to HODs DGM reviews monthly/strategic reports before CMD distribution.
- Compliance: AM maintains the compliance tracker and initiates renewals 60 days ahead DGM approves renewals, handles escalations, and liaises with authorities.
- Consumables: AM tracks consumption against benchmarks and prepares variance reports DGM reviews, approves corrective actions, and directs audits.
- Dispatch: AM manages daily dispatch coordination and documentation DGM intervenes on priority disputes, transporter issues, and customer escalations.
- 4M Data: AM compiles the 4M data pack from all departments DGM analyses, draws conclusions, and presents to management.
- Worker Productivity: AM compiles data from HR/Production DGM reviews, coordinates improvement initiatives.

8. SKILL PROFILE

Technical Skills

- Proficiency in SAP HANA (MM, FI/CO modules preferred); ability to configure reports and manage user roles.
- Advanced MS Excel skills (pivot tables, VLOOKUP, data analysis).
- Familiarity with Indian GST, TDS, and factory compliance frameworks.

Competencies
