Job Summary The Procurement & Contracts Specialist will be responsible for managing end-to-end procurement, tendering, contract administration, vendor management, and commercial activities for government infrastructure, building, roads, water, and civil construction projects. The role requires expertise in government tender procedures, contract management, vendor evaluation, bid preparation, procurement planning, and compliance with applicable procurement regulations.
Key Responsibilities
Procurement Management
- Prepare procurement plans aligned with project schedules and budgets.
- Source, evaluate, and onboard vendors, suppliers, and subcontractors.
- Float RFQs, RFPs, and tender documents for project requirements.
- Conduct techno-commercial evaluations and comparative statements.
- Negotiate commercial terms, delivery schedules, and payment conditions.
- Issue Purchase Orders (POs), Work Orders (WOs), and Service Contracts.
- Review bid documents, eligibility criteria, technical specifications, and contractual requirements.
- Coordinate preparation of technical and commercial bid submissions.
- Ensure timely submission of tenders and compliance with tender requirements.
- Prepare cost estimates, BOQs, rate analysis, and bid summaries.
- Coordinate with engineering, finance, and legal teams during bid preparation.
Contract Administration
- Draft, review, and manage contracts with clients, vendors, contractors, and consultants.
- Ensure compliance with contractual obligations and statutory requirements.
- Monitor contract performance, milestones, claims, and variations.
- Manage contract amendments, extensions, and change orders.
- Resolve contractual disputes and support claim management activities.
Commercial & Cost Control
- Analyze project costs and procurement budgets.
- Maintain procurement cost databases and market intelligence.
- Support project teams in cost optimization initiatives.
- Monitor vendor performance and ensure value-for-money procurement.
- Verify invoices, payment certifications, and contract compliance.
Vendor & Stakeholder Management
- Develop and maintain relationships with suppliers and contractors.
- Conduct vendor evaluation, qualification, and performance assessments.
- Coordinate with project teams to ensure timely material and service delivery.
- Support audits and compliance reviews.
Compliance & Documentation
- Ensure adherence to government procurement policies and procedures.
- Maintain procurement records, contracts, tender documents, and approvals.
- Ensure compliance with company policies, statutory regulations, and project requirements.
- Prepare procurement and contract status reports for management review.
