Roles and Responsibilties:-

A Billing & QS (Quantity Surveying) Engineer in construction is a hybrid role, combining the core responsibilities of aQuantity Surveyor with a strong focus on the financial aspects of billing and payments. This qualified is crucial for ensuring the financial health of a project, from initial cost planning to final account settlement.

Here's a detailed breakdown of their duties and responsibilities:

1 .Quantity Surveying (Pre and Post-Construction):-

Quantity Take-offs and Estimation:Thoroughly studying architectural, structural, and MEP (Mechanical, Electrical, Plumbing) drawings and specifications to accurately calculate the quantities of all materials, labor, and equipment required for various construction elements (e.g., concrete, steel, masonry, finishes, plumbing fixtures, electrical wiring).

Preparing detailed Bills of Quantities (BOQ) for tendering purposes.

Assisting in the preparation of preliminary and detailed cost estimates for projects.

Rate Analysis:-

Conducting detailed rate analysis for various construction activities, considering the cost of materials,labor, machinery, overheads, and profit. This often involves referring to standard data books (like DAR-Delhi Schedule of Rates in India) and current market rates.

Analyzing and proposing rates for extra or non-tendered items that arise during construction.

Tendering and Procurement Support:-

Assisting in the preparation of tender documents,



including technical specifications and commercial terms.

Evaluating bids received from contractors and subcontractors, conducting comparative analyses to recommend the most competitive and suitable options.

Participating in contract negotiations with contractors and suppliers.

Contract Administration:-

Understanding and interpreting contract clauses, terms, and conditions related to payment,

variations, claims, and disputes.

Ensuring compliance with contractual obligations from both the client and contractor side.

II. Billing and Financial Management (During Construction):-

Joint Measurement and Verification:-

Conducting joint measurements of executed work on site with site engineers and contractor representatives. This is a critical step to verify the actual quantities of work completed.

Preparing and authenticating joint measurement sheets.

Preparation of Bills/Invoices:-

Preparing Running Account (RA) Bills or Interim Payment Certificates (IPCs) for contractors/ subcontractors based on the verified quantities of work completed and agreed-upon rates.

Preparing client bills based on project milestones and the executed work.

Generating final bills upon project completion.

Material Reconciliation:-

Tracking and reconciling the consumption of major construction materials (e.g., cement, steel, sand, aggregates) against the estimated quantities.

Identifying discrepancies and investigating reasons for any excessive consumption or wastage
