What the job involves

End-to-End Technology Delivery

- Own the successful technical delivery of the Coalition Greenwich technology book of work, including engineering quality, technical feasibility, capacity, dependencies and delivery confidence.
- Ensure the Coalition Greenwich book of work is aligned to outcomes defined by the business.
- Ensure commitments are realistic and that risks, constraints and required decisions are surfaced early.
- Remain sufficiently close to architecture, engineering and operational performance to make sound technical decisions, challenge recommendations and intervene when necessary, without becoming the day-to-day solution architect or delivery manager.

Technology Transformation & Maturity

- Assess the current organisation’s capabilities and ways of working, then reshape and develop the function as needed into a high-performing technology team.
- Establish a consistent and measurable software development lifecycle in symbiosis with the PDLC that covers architecture, estimation, development, testing, security, release, deployment, operation and retirement.
- Establish an AI-assisted, spec-driven development model in which validated requirements, architecture decisions, acceptance criteria and testable specifications guide implementation, with AI accelerating analysis, development, testing and documentation under appropriate human oversight.
- Stabilise operations by implementing proportionate ITIL-aligned ITSM disciplines, including incident, problem, change, release, service-level and continual-improvement practices.
- Define clear operational ownership across Engineering, Infrastructure and Support teams and ensure lessons from production incidents lead to sustainable improvements.
- Co-own the end-to-end execution with Infrastructure by defining expectations for observability, escalation paths, major incident coordination, and post-incident reviews.

- Implement governance that protects engineering delivery by ensuring change and release processes enable flow while still meeting audit, security and compliance needs.

Team Building & Leadership

- Recruit, retain, coach and develop Engineering Managers, Architects, Technical Leads, quality leaders and engineers.
- Create and own a robust, scalable and improving talent identification and assessment process that sources and selects for the highest quality talent.
- Create clear accountability, career paths and succession plans for your teams.
- Lead through clarity and trust by setting outcome goals, define decision rights, then empowering teams to plan and execute.
- Build high-accountability teams by holding leaders accountable for delivery, quality, and operational outcomes and removing blockers to their success.
- Create psychological safety so teams surface problems early, propose solutions, and drive continuous improvement with measurable outcomes.
- Reinforce learning from incidents and delivery misses, converting them into lasting process and engineering improvements.

Stakeholder Management & Leadership

- Lead technology portfolio planning, budgeting, and investment governance as part of the CRISIL Technology function.
- Represent Coalition Greenwich technology in senior leadership forums.
- Build trusted relationships with senior, global business and technology leaders and act as the primary technology advisor to Coalition Greenwich leadership.
- Ensure engineering capacity and investment are directed towards the highest-value outcomes, with transparent decisions on cost, benefits, risk, dependencies and trade-offs.

Lead Architecture & Quality Engineering

- Be accountable for architecture strategy, technical standards, solution design and senior technical leadership.
- Ensure software, enterprise and data architecture supports future business growth and innovation.
- Create a robust process and framework to evaluate emerging technologies and identify opportunities to create competitive advantages.

Collaboration

- Work seamlessly with colleagues in India, the UK and New York, aligning technical direction and ways of working across locations and cultures.
- Work closely with the Product, Program, Change and Data teams to integrate the planning, delivery coordination, prioritisation, governance, dependency management and reporting outcomes.,
- Facilitate the continuous improvement of Agile and Scrum activities.
- Work collaboratively with the Infrastructure team to define clear interfaces, service expectations, cloud standards and shared responsibilities for availability, scalability, resilience, observability, disaster recovery and cost optimisation.
- Work closely with Information Security, Compliance, Audit, Risk and Governance to ensure that security, privacy, resilience and regulatory requirements are incorporated into architecture and engineering practices from the outset. Balance appropriate control with the need for teams to deliver efficiently.

Requirements
- Significant progressive experience in software engineering, architecture and technology leadership, typically gained over 12–15 years or more, including substantial experience leading managers and multi-disciplinary technology teams.
- A strong foundation in strongly-typed software engineering in a data-heavy and highly regulated industry, with sufficient technical depth to provide credible leadership across application architecture, cloud engineering, software delivery, quality engineering and production operations.
- Demonstrable experience leading through Engineering Managers,

architecture leaders and other senior technical specialists rather than managing all engineers directly.
- A successful track record of assessing, restructuring and rebuilding technology organisations, including recruiting leaders, developing internal talent and establishing clear roles, responsibilities and accountabilities.
- Strong knowledge of modern, cloud-based architecture and software-engineering practices, ideally including experience with AWS-based environments, distributed systems, APIs, CI/CD, observability, automation and secure software development.
- Proven experience designing, implementing or materially improving an end-to-end SDLC, including engineering controls, source-code management, peer review, automated testing, release management and deployment.
- A strong appreciation of modern quality-engineering practices, including SDET operating models, test automation, performance testing, security testing, quality gates and continuous testing.
- Practical knowledge of ITIL or comparable service-management frameworks, with experience establishing effective incident, problem, change, release and continual-improvement practices.

- An inclusive and empowering leadership style, with a record of setting high standards while creating an environment of trust, constructive challenge, learning and psychological safety.
- Demonstrable experience leading technology portfolio planning, prioritisation, investment governance and resource allocation.
- Experience managing significant technology budgets, including operating expenditure, capital expenditure, cloud consumption, suppliers and workforce costs.
- Experience representing a technology function in senior leadership, investment and governance forums.
- A bachelor's degree in computer science, software engineering, information technology or a related discipline, or equivalent practical experience.

Nice-to-have:
- An advanced technical, business or management qualification may be beneficial but is not essential.
- Relevant professional qualifications in areas such as architecture, cloud, security, ITIL or technology leadership would be advantageous, but demonstrable experience and outcomes are more significant than certifications.
- Experience with QlikView data models and dashboards.
