We are looking for a GeM & Tendering Expert who will manage end-to-end bidding operations on the Government e-Marketplace (GeM) portal and other e-procurement platforms, ensure compliance with tendering norms, and drive vendor assessment and empanelment processes to support the organization's government sales pipeline.
Key Responsibilities
GeM Portal Management
- Manage seller/buyer registration, catalog listing, and profile updates on GeM
- Identify and track relevant Bids, RA (Reverse Auction) events, and Direct Purchase opportunities
- Prepare and submit technical & financial bids on GeM within deadlines
- Handle GeM contract management: order acceptance, delivery timelines, invoicing, and payment tracking
- Ensure compliance with GeM guidelines (OEM authorization, MSE/Startup benefits, Make in India norms, GST compliance)
Tendering & Bid Management
- Track tender notifications across CPPP, e-Procurement portals, state portals, and private tender platforms
- Manage full bid lifecycle: EOI, RFP, RFQ, Open Tender, Limited Tender, Single Tender, Global Tender, Two-Bid (Technical + Financial) system
- Prepare bid documents including technical proposals, financial bids, EMD/Bid Security, PBG (Performance Bank Guarantee), and compliance statements
- Conduct pre-bid meeting participation, query resolution, and addendum tracking
- Evaluate tender terms (L1 basis, QCBS, PQ/technical eligibility criteria) and advise on go/no-go decisions
Vendor Assessment & Vendor Management
- Conduct vendor/supplier evaluation and empanelment as per organizational and government norms
- Assess vendors on technical capability, financial stability, past performance, compliance certifications (ISO, MSME, GST, PAN, etc.)
- Maintain vendor scorecards, risk assessments, and periodic performance reviews
- Coordinate with legal/finance teams for vendor onboarding, contracts, and SLA compliance
- Support reverse auction strategy and negotiation with vendors/OEMs
Compliance & Documentation
- Maintain up-to-date knowledge of GFR (General Financial Rules), CVC guidelines, Public Procurement Policy, and MSME Procurement Policy
- Ensure timely renewal of documents: EMD instruments, bank guarantees, licenses, certifications
- Maintain audit-ready records of all bids submitted, won/lost, and reasons for rejection
Required Skills & Knowledge
- In-depth working knowledge of the GeM portal (bidding, RA, direct purchase, catalog management, contract management)
- Strong understanding of types of bidding: Open Tender, Limited Tender, Single Tender, Global Tender, EOI, RFP, RFQ, Two-Bid/Three-Bid systems, Reverse Auction, L1 and QCBS evaluation methods
- Knowledge of vendor assessment frameworks: technical eligibility, financial eligibility, past performance evaluation, risk scoring
- Familiarity with EMD, Bid Security Declaration, Performance Bank Guarantee (PBG) requirements
- Understanding of GFR, CVC guidelines, MSME/Startup exemptions, Make in India policy
- Proficiency in MS Excel, MS Word, and tender/document management tools
- Solid drafting and documentation skills for technical/financial bid preparation
Qualifications
- Bachelor's degree (Commerce/Engineering/Business Administration); MBA preferred
- Certification in Government Procurement / GeM / Public Procurement (preferred, not mandatory)
- Prior experience working with government departments, PSUs, or B2G sales is highly desirable
