Billing Engineer – NHAI Highway EPC

Job Summary

We are looking for a Billing Engineer to handle measurement, quantity verification, preparation and submission of RA Bills/IPC, subcontractor billing and related commercial documentation for NHAI highway EPC projects.

The candidate should have a strong understanding of BOQ, drawings, specifications, site measurements and actual execution, with the ability to accurately convert executed work into billable quantities.

Key Responsibilities

- Prepare and maintain RA Bills/IPC based on actual site execution and approved BOQ.
- Take, verify and maintain measurements for earthwork, GSB, WMM, DBM, BC, structures, drainage and other highway works.
- Interpret approved drawings, BOQ, specifications and contract provisions for billing purposes.
- Coordinate with Site Engineers, Project Managers, Surveyors and QA/QC teams for measurement and supporting documentation.
- Verify quantities against approved drawings, site measurements and actual execution.
- Prepare MBs, quantity sheets, abstracts and billing statements.
- Coordinate preparation, submission and certification of client bills with NHAI/Authority Engineer/Consultants.
- Track billed, certified, paid and outstanding amounts and identify unbilled executed work.
- Prepare and verify subcontractor/vendor bills against measurements, work orders and actual output.
- Maintain quantity and material reconciliation wherever required.
- Identify variations, extra items, Change of Scope and additional works and maintain supporting records.
- Coordinate with the planning and technical teams regarding progress,



quantities and billing requirements.
- Maintain proper billing records and documentation for audit, contractual and claim purposes.
- Assist in preparation of supporting documentation for claims, EOT, variations and contractual entitlements.
- Ensure billing is carried out in accordance with applicable NHAI/MoRTH specifications, contract conditions and approved drawings.

Requirements

- Diploma/B.E./B.Tech in Civil Engineering.
- 7+ years of relevant experience in highway construction/EPC billing.
- Experience with NHAI/MoRTH/PWD projects will be preferred.
- Robust understanding of BOQ, quantity surveying, measurements and civil engineering drawings.
- Good knowledge of RA Bills/IPC, MB, quantity calculations and subcontractor billing.
- Proficiency in MS Excel; AutoCAD knowledge preferred.
- Ability to identify discrepancies between design, drawings, measured quantities and actual site execution.

Pay: ₹45,662.43 - ₹55,000.00 per month
