Joint measurement of executed work at site with contractors; maintain measurement books.
Scrutinise and certify contractors' RA bills against measured work, contract rates and terms; process for payment recommendation.
Track and price variations/extra items; maintain the variation register with supporting rate analysis.
Maintain budget vs committed vs paid vs forecast-at-completion for every package; feed the monthly cost report to management.
Reconcile steel, cement and other owner-issued/free-issue materials, if any.
Support tender evaluation, comparative statements and negotiation with rate analysis.
Final accounts and closure of contracts at project end.

not a desk estimator - someone who has personally certified contractor bills on at least one project of Rs. 50 crore plus and can defend a measurement in front of a contractor. Comfort with detailed rate analysis (CPWD/Kerala PWD basis and market rates), solid Excel, and the temperament to hold the line on quantities without souring site relationships. Hotel or resort finishing experience is a robust plus because interior and finishing bills are where certification discipline matters most. Malayalam speaking preferred for site coordination.
